Job Summary

The Property Manager will oversee the operation, maintenance, and administration of a specific Philadelphia Housing Authority (PHA) public housing development or scattered sites properties. The ideal candidate will ensure compliance with established Public Housing Management Assessment Program (PHMAP) and HUD policies, practices, rules, and regulations.

Key Responsibilities
  • Achieve and maintain a high occupancy rate at a PHA housing development.
  • Identify and prioritize vacant unit preparation to ensure timely turn-around.
  • Review documentation and determine proposed lease terminations for cause.
  • Collect rents and enforce rent collection procedures to ensure high compliance.
  • Prepare and complete annual site-based budgets for review.
  • Ensure timely completion of emergency and routine work orders.
  • Document all Applications for Continued Occupancy and housekeeping inspections.
  • Develop and implement community activities to enhance community quality of life.
Requirements
  • Bachelor's degree in Business Administration, Human Services, Property and Facilities Management preferred, or three (3) or more years of property management experience.
  • Knowledge of PHA organization, operations, policies, and procedures.
  • HUD Regulations and Standard Operating Procedures.
  • Principles and practices of property management.
  • Resident selection procedures.
  • Methods for maintaining rent collection, leasing, and inspection records.
