Primary Objective
The Senior Manager of LNG Operations serves as a Subject Matter Expert (SME) within the LNG Operations Service Team, delivering extensive functional knowledge to Sempra Infrastructure's operational facilities and those in the pipeline for development.
As a vital member of a shared service team dedicated to supporting Sempra Infrastructure and embodying Sempra's Guiding Principles, the LNG Operations Senior Manager will leverage their practical and refined insights in LNG operations to foster, enhance, and measure Operational Excellence across Sempra Infrastructure's LNG assets.
Core Areas of Expertise
The role encompasses a wide range of expertise, including life safety, process safety, LNG process unit operations, operational planning and training, regulatory compliance, and effective application utilization. The ability to convey this expertise to a diverse workforce is crucial, especially within a customer-focused shared services organization that aligns with the commercial objectives of a premier LNG Export and Import operation.
Key Responsibilities
- Collaborate with operational facilities throughout all stages of LNG Plant Operations, including production management, ship gas-up, cooldown, loading, vaporization, manpower distribution, lean operations, and operational audits. Work closely with facilities to implement safe work practices, including effective Lockout/Tagout (LOTO) and Management of Change (MOC) protocols. Provide insights to formulate and execute suitable strategies.
- Lead cross-functional operational initiatives by reviewing, simplifying, and enhancing complex procedures and training. Integrate international standards and specific regulatory requirements into workflows in a manner that is auditable. Advocate for the adoption of Best Practices across operational facilities.
- Serve as a technical and operational resource for facilities, observing and assessing their operations to provide unique insights. When necessary, develop and implement solutions to challenges faced by facilities, including the integration of Process Simulators into comprehensive training programs, staffing strategies for developmental projects, and software applications for scheduling, planning, and safe work practices.
- Maintain a comprehensive understanding of USCG regulations, including 33 CFR 127, and assist LNG facilities in preparing for audits and inspections by PHMSA, FERC, and USCG.
- Oversee the development of OPEX budgets, operational plans, and staffing strategies for developmental projects, utilizing a deep understanding of cost components and drivers pertinent to LNG facilities.
- Foster relationships with LNG Operating facilities and industry organizations, while monitoring industry trends that may impact Sempra Infrastructure's LNG assets.
- Perform additional duties as assigned (not exceeding 5% of total responsibilities).
Essential Qualifications
- Bachelor's degree in engineering, business, or a related field, or equivalent training and experience.
- A minimum of 15 years of experience in LNG facility operations, with a career progression from Operator to LNG plant management.
- Willingness to travel to facilities outside the United States.
- In-depth understanding of the regulatory landscape, particularly concerning USCG, PHMSA, and FERC regulations for US operating facilities.
- Comprehensive knowledge of the operational and commercial dimensions of LNG Facilities.
- Ability to guide personnel with diverse responsibilities related to LNG Facilities.
- Capability to manage multiple projects concurrently while meeting corporate and project objectives.
- Master's degree.
