SUMMARY

This position involves advanced technical work focused on the installation, upkeep, operation, programming, and troubleshooting of various traffic control devices, communication systems, and sophisticated Traffic Management Systems. The role includes providing guidance and training to junior staff members.

Employees in this role report to a designated supervisor or Lead Worker and operate with a degree of autonomy. This classification is characterized by its focus on traffic control technologies, video detection systems, communication equipment, and the integration of Connected and Autonomous Vehicle Devices, along with the responsibility of training personnel at lower classifications.

ESSENTIAL JOB FUNCTIONS

1. Plan and coordinate the installation, maintenance, troubleshooting, and repair of signal system equipment, including microprocessor-based controllers, conflict monitors, priority pre-emption devices, and various detection technologies.

2. Provide hands-on training and instruction to peers and junior personnel on effective job methods and procedures.

3. Program traffic signal controllers and Advanced Traffic Management Systems under the supervision of a licensed Professional Engineer.

4. Address traffic signal complaints and trouble calls, assessing situations, troubleshooting issues, and implementing corrective measures.

5. Construct, maintain, and repair overhead and underground utilities related to signal equipment using specialized vehicles and tools.

6. Maintain and update multiple databases and traffic signal systems, along with engineering documents and manuals.

7. Enter work orders into the management system.

8. Conduct locates for all underground traffic signal facilities.

9. Assist in maintaining the signal shop, ensuring materials and equipment are organized and in good condition.

10. Oversee contractors, ensuring compliance with established standards and safety protocols.

11. Research and implement new technologies in electronic traffic signal operations.

12. Maintain regular attendance and punctuality.

NON-ESSENTIAL JOB FUNCTIONS

1. Assist in maintaining the signal shop and inventory.

2. May design and maintain software for traffic signal timing and inventory management.

3. Secure utility locations and assist in the installation of signal poles and conduits.

4. Perform other related duties as assigned.

QUALIFICATIONS

To excel in this role, candidates must meet the following educational and experiential requirements:

EDUCATION AND EXPERIENCE

High school diploma or equivalent, supplemented by relevant technical courses; two years of experience as a Traffic Signal Technician II or equivalent, with a total of four years in traffic signal maintenance and installation.

Experience in electrical construction or commercial electrical work is preferred.

CERTIFICATIONS OR LICENSES

Licenses

Valid driver’s license required. A valid Florida driver’s license must be obtained within 30 days of employment.

Commercial Driver's License, Class B or higher, with air brake endorsement is required upon appointment.

Certifications

International Municipal Signal Association (IMSA) or Florida Department of Transportation (FDOT) Advanced Work Zone Safety certification is required within one year of appointment.

IMSA Level I, II, and III Traffic Signal Technician certification is required within one year of appointment.

At least one additional higher-level IMSA certification must be obtained within one year of appointment.

KNOWLEDGE, SKILLS AND ABILITIES

1. Comprehensive knowledge of electronic, electrical, and microprocessor-based systems used in traffic signal installations.

2. Familiarity with traffic engineering practices and safety protocols.

3. Ability to troubleshoot and repair advanced electronic devices.

4. Proficiency in reading and interpreting engineering drawings related to traffic signal systems.

5. Understanding of the National Electric Code (NEC) and Manual on Uniform Traffic Control Devices (MUTCD).

6. Competence in operating work-related equipment and providing effective training.

7. Strong interpersonal skills for collaboration with various stakeholders.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

This role requires physical strength and agility to perform essential functions safely.

Must be able to lift up to 50 pounds and perform tasks at heights using aerial devices.

Work involves exposure to hazardous conditions and outdoor environments, including inclement weather and heavy traffic.

On-call work outside of regular hours may be necessary.
