Job Description

SUMMARY

This role involves highly specialized technical work focused on the installation, maintenance, operation, programming, and troubleshooting of various traffic control devices, communication systems, and advanced Traffic Management Systems. The position also includes providing training and guidance to personnel in lower classifications.

Employees in this classification report to a designated supervisor or Lead Worker and operate under limited supervision. This role is distinguished by its focus on traffic control devices, video detection systems, communication technologies, advanced Traffic Management Systems, and Connected and Autonomous Vehicle Devices, along with the responsibility of training and mentoring junior staff.

ESSENTIAL JOB FUNCTIONS

1. Plan and coordinate the installation, maintenance, troubleshooting, and repair of signal system equipment, including microprocessor-based signal controllers, conflict monitors, priority pre-emption devices, and various detection technologies.

2. Provide hands-on training and instruction to personnel of equal or lesser classification on proper job methods and procedures.

3. Perform programming of traffic signal controllers and Advanced Traffic Management Systems under the guidance of a registered Professional Engineer.

4. Respond to traffic signal complaints and trouble calls, assessing situations, troubleshooting issues, and implementing corrective actions.

5. Construct, maintain, and repair overhead and underground utilities related to signal equipment using specialized vehicles and equipment.

6. Maintain and update multiple databases and traffic signal systems, as well as engineering documents and maintenance manuals.

7. Enter work orders into the designated management system.

8. Conduct locates of all underground traffic signal facilities.

9. Assist in maintaining the signal shop, ensuring materials and equipment are organized and in good condition.

10. Oversee contractors and inspect their work for compliance with established standards and safety procedures.

11. Research and implement new technologies for electronic traffic signal operations and maintenance.

12. Maintain regular attendance and punctuality.

NON-ESSENTIAL JOB FUNCTIONS

1. Assist in maintaining the signal shop and inventory.

2. Design and maintain software for traffic signal timing and inventory management.

3. Assist in utility location and signal pole installation.

4. Perform other related duties as assigned.

QUALIFICATIONS

To succeed in this role, candidates must demonstrate the ability to perform essential job functions satisfactorily. Below are the required education, experience, knowledge, skills, and abilities.

EDUCATION AND EXPERIENCE

Graduation from high school or an equivalent diploma, supplemented by relevant technical courses; two (2) years of experience as a Traffic Signal Technician II or equivalent, along with four (4) years of experience in traffic signal maintenance and installation.

Experience in electrical construction or commercial electrical work is preferred.

CERTIFICATIONS OR LICENSES

Licenses

A valid driver’s license is required. A valid Florida driver’s license must be obtained within 30 days of appointment.

A Commercial Driver's License, Class B or higher, with air brake endorsement is required upon appointment.

Certifications

International Municipal Signal Association (IMSA) or Florida Department of Transportation (FDOT) Advanced Work Zone Safety certification is required within one (1) year from the date of appointment.

IMSA Level I, II, and III Traffic Signal Technician certification is required within one (1) year from the date of appointment.

At least one additional higher-level IMSA certification is required within one year from the date of appointment.

KNOWLEDGE, SKILLS AND ABILITIES

Thorough knowledge of electronic, electrical, and microprocessor-based equipment used in traffic signal installations.

Ability to troubleshoot, test, and repair advanced electronic devices from component to system level.

Ability to read and interpret engineering drawings and blueprints related to traffic signal systems.

Knowledge of National Electric Code (NEC) and Manual on Uniform Traffic Control Devices (MUTCD) as they pertain to traffic signals.

Intermediate knowledge of personal computers and related software.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS

Physical strength, agility, and dexterity are required to perform essential job functions. Candidates must be able to lift 50 pounds and perform tasks at elevated levels using aerial devices.

Work involves exposure to hazardous conditions and inclement weather, requiring performance in and around heavy traffic and high voltage.

On-call work outside of business hours may be required.
