Position Summary:

The Program Management Specialist will support individual program managers, initiative leads, and PEO leadership in overseeing and reporting on the overall health of various programs and initiatives.

Key responsibilities include:

  • Conducting comprehensive analyses across multiple contracts and government activities to identify cost, schedule, and performance issues.
  • Performing cross-program evaluations to assist in responding to Investment Portfolio (IP) actions and generating execution reports.
  • Drafting acquisition and program documentation, including TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.
  • Preparing presentations to communicate analysis findings and program/portfolio status.

Essential Responsibilities:

The Program Management Specialist will possess the following capabilities:

  • Assist Government Program Managers (GPM) and initiative leads with resource planning and tracking.
  • Prepare and support the delivery of presentations for program and initiative status reviews.
  • Provide acquisition support by analyzing financial execution and projection reports from vendors and liaising with Government Contract Managers (GCM) to address any discrepancies.
  • Analyze financial execution reports from Government Business Financial Managers (GBFMs) and develop program-specific recommendations for GPM.
  • Generate financial and summary reports on program elements for GPMs and assist in resource allocation and tracking.
  • Utilize program management tools (e.g., Plan-It, MS Excel) to assist GPMs in planning, documenting, executing, and reporting all program details.
  • Attend contract reviews to support GPMs in cost estimating and monitoring program outcomes.
  • Assist in producing and tailoring financial execution reports and program acquisition documentation to ensure effective program requirements are met.
  • Support the analysis, tracking, and reporting of program unfunded requirements in accordance with PEO policies.
  • Prepare briefing materials to assist in government decision-making regarding programs.
  • Perform data analysis using MS Excel to present data clearly and effectively.
  • Assist program managers in tracking the development of program documentation and managing integrated product teams.

Reporting Responsibilities:

Provide assistance in the creation of reports to support program management functions, including:

  • Bi-Weekly execution reports showing funding execution across programs.
  • Bi-Weekly cost estimating reports detailing consolidated burn rates across contracts.
  • Bi-Weekly budget overview reports comparing total budget available against projected costs.
  • Bi-Weekly reports on areas of concern, such as funding delays.
  • Bi-Weekly staffing reports illustrating current and projected staffing levels.

Qualifications:

A minimum of four (4) years of demonstrated experience in DoD/IC program management, contract management, or financial management, along with a Bachelor's Degree in a business or technical field is required. Alternatively, Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level II in any focus area, combined with an additional three (3) years of directly related experience, may be considered in lieu of a degree. Familiarity with Plan-It and intermediate proficiency with MS Excel, including pivot tables and charts, is preferred.
