GENERAL DESCRIPTION:
This role entails a professional position focused on the investigation and coordination of enforcing codes and regulations related to nuisance violations, zoning, and land use as stipulated in the Highlands County Code of Ordinances.
ESSENTIAL JOB FUNCTIONS:
The following outlines the primary responsibilities of the position, though it is not an exhaustive list of all duties.
- Receive and investigate zoning-related complaints from the public.
- Resolve issues through voluntary compliance or legal action in collaboration with law enforcement.
- Conduct regular visual inspections across Highlands County to ensure adherence to zoning laws.
- When violations are detected, strive to rectify the issue through mutual agreement with the violator.
- Prepare necessary documentation and reports for legal proceedings when resolution is unfeasible.
- Assist Planning & Development and Zoning in compiling records, reports, and recommendations for the Zoning Counsel and the Board of County Commissioners.
- Provide guidance to the public, contractors, and developers to prevent zoning code violations.
- Consistently adhere to Board policies and procedures.
- Maintain a professional and safe work environment, following established safety protocols.
- Adapt positively to changes and perform additional tasks as directed.
KNOWLEDGE, SKILLS AND ABILITIES:
- Familiarity with the geographical area of Highlands County.
- Understanding of current zoning codes and ordinances in effect for Highlands County.
- Proficiency in investigative techniques and the ability to conduct unbiased investigations.
- Knowledge of procedures necessary for legal actions or prosecutions.
- Expertise in tactical enforcement methods.
- Strong public relations skills.
- Experience in extensive interactions with the public, including in challenging situations.
- Ability to effectively engage with the public, contractors, builders, and developers to ensure compliance with existing regulations.
- Strong verbal and written communication skills.
- Capability to follow up on inspections and investigations with firm yet fair guidance to ensure compliance.
- Ability to establish and maintain effective working relationships with colleagues, supervisors, directors, elected officials, vendors, and the public.
PHYSICAL SKILLS:
Must be able to remain stationary for 50% of the time. Regular communication with the public, co-workers, and supervisors is required. Must accurately exchange information in these interactions. Frequently operates various office equipment, including computers and copy machines. Occasionally ascends and descends stairs. Regular standing and walking, including over uneven surfaces. Rarely moves materials and office equipment weighing up to 25 lbs. Consistently works outdoors, occasionally in adverse weather conditions. Frequently drives a motor vehicle for up to four (4) hours continuously or intermittently.
MINIMUM QUALIFICATIONS:
EDUCATION AND EXPERIENCE:
Graduation from an accredited high school or possession of an acceptable equivalent diploma.
Five (5) years of experience in governmental roles related to building, zoning, or code enforcement, or as a law enforcement officer is preferred.
LICENSES, CERTIFICATIONS, OR REGISTRATIONS:
Must possess and maintain a valid Florida Driver's License. A minimum of Level 1 certification in the Florida Association of Code Enforcement (FACE) is preferred. Must obtain Level 1 in FACE within two (2) years of employment and maintain certification throughout employment.
