Minimum Qualifications
Education:
Bachelor's degree in Business Administration, Finance, Accounting, or a related discipline.
Experience:
At least eight (8) years of experience in the creation, management, assessment, communication, and execution of financial data, including a minimum of six (6) years of experience with automated accounting systems in either governmental or commercial settings.
Proven experience in financial reporting, analysis, and the development and presentation of financial data.
Familiarity with US GAAP as it pertains to governmental entities.
Preferred Qualifications:
Experience:
Proficiency with PeopleSoft Financials, Oracle, and Cognos.
Experience in preparing an annual Comprehensive Annual Financial Report (CAFR).
Certification:Training in continuous improvement methodologies such as Six Sigma or Lean Six Sigma, along with demonstrable project management experience.
Certification as a Project Management Professional (PMP) is desirable.
Medical Group:

Job Summary
The Senior Financial Management Analyst-Accounting plays a crucial role in guiding financial projects, interpreting complex Generally Accepted Accounting Principles (GAAP) in the United States, and applying relevant standards to financial statements and audit reports.
This role involves reviewing, analyzing, and formulating recommendations to support policies and management decisions regarding intricate budgeting or accounting and auditing matters.
The incumbent will devise alternative strategies to enhance operational effectiveness and implement corrective actions to address audit findings, while also developing communications, procedures, and guidelines.
Collaboration with management is essential, as the analyst will handle sensitive and confidential information that is vital for meaningful analyses and forecasts of the Washington Metropolitan Area Transit Authority's (WMATA) financial position, including assumptions, revenue, expenses, staffing, procurement, and forecasting.
Essential Functions
Ensures compliance with US GAAP for accurate accounting and financial reporting of transactions on a periodic basis, including monthly, quarterly, and annual reports.
Facilitates consistent treatment of financial data impacting the Authority's financial statements.
Establishes practices and procedures to align accounting activities with the Authority's overarching financial objectives, enabling the measurement of actual activities against approved financial plans and budgets.
Engages directly with external independent auditors to assist in the preparation of the annual CAFR, ensuring compliance with US GAAP.
Coordinates and guides professional staff in the development and implementation of financial reports, including budget variances, capital program activities, and interim financial statements.
Prepares detailed reports in accordance with WMATA policies, external stakeholder requirements, and US GAAP, while maintaining supporting documentation and conducting financial analyses.
Accurately manages and reports on the Authority's trust fund and dedicated funding activities.
Establishes and maintains relationships with Authority officers, senior management, and auditors from various jurisdictional agencies.
Collaborates with the Office of Management and Budget Services (OMBS) and other accounting personnel to design and execute processes for timely and accurate financial analyses and reports.
Develops performance metrics to assess program delivery and identify opportunities for improvement.
Supports the preparation of multi-year planning documents and monitors the implementation of the Authority's Business Plan.
Contributes to the development of presentation materials for management, audits, and Board Committees.
Implements corrective actions based on findings from internal audits and compliance reviews.
Works with OMBS to create statistical models for evaluating financial impacts of various initiatives and strategies.
Analyzes and ensures transaction accuracy across processes and systems, facilitating necessary adjustments.
Oversees the publication of periodic and custom reports for internal distribution.
Leads staff in financial research and statistical analysis to assess potential financial impacts on Authority initiatives.
Reviews and trains lower-level staff, providing guidance and support.
Identifies control weaknesses and proposes solutions to enhance efficiency.
Manages project teams to ensure effective planning and resource utilization, providing status updates as needed.
