Job Summary

VISTA Technology Services is seeking a skilled Contract Specialist to support our customer in a hybrid role. This position requires on-site work at our facility three days a week.

Key Responsibilities
  • Assist customers in planning and determining contract types, creating pre- and post-award documentation, and executing contracts.
  • Develop and review full Request for Proposal (RFP) packages, including Acquisition Plans, Market Research Reports, Statements of Objectives, Statements of Work, Performance Work Statements, Quality Assurance Plans, Source Selection Plans, Justification and Approvals, Determination and Finding, Technical Advisory Reports, and ensuring quality, consistency, and compliance with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and administrative, regulatory, and procedural requirements.
  • Participate in multi-functional teams to create acquisition products that incorporate inputs from engineering, technical maturation, logistics, and acquisition specialties.
  • Assist in developing and reviewing Procurement Request packages, including Statements of Work, Technical Instructions, and Contract Data Requirements List.
Requirements
  • Bachelor's degree in business or a technical field.
  • 5+ years of Department of Defense (DoD) program contracting and acquisition experience, with experience in Navy Sea Systems Command (NAVSEA) contracts preferred.
  • Experience with post-award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contracts.
  • Strong organizational and communication skills to effectively manage multiple tasks, anticipate needs, and identify and resolve issues.
  • Advanced Microsoft Office skills, including Word, Excel, and PowerPoint, and SharePoint.
  • Strong writing skills.
  • Detail-oriented and proven ability to assess issues and develop resolutions.
