The Office of the Secretary of Defense, Interagency Division, offers expert support services to a diverse range of clients within the Department of Defense, Federal Civilian, and international sectors. JOID delivers a comprehensive suite of analytical and programmatic capabilities, empowering our clients to make informed decisions on their most pressing challenges.

The Critical Infrastructure Group (CIG) within JOID extends technical, programmatic, and analytical support to clients engaged in national security missions, including various federal agencies. The Group brings specialized knowledge in areas such as countering weapons of mass destruction, critical infrastructure safeguarding, emergency response, nuclear non-proliferation, and transportation safety. In addition to management and advisory services, CIG personnel work closely with clients to produce high-quality modeling, simulation, software, and analytical products that meet rigorous government standards and timelines.

We are currently seeking a Senior Financial Analyst to provide essential support for our operations.

Key Responsibilities

As a vital member of SPA's team, the Senior Financial Analyst will lead support for various implementation programs within a designated portfolio. The selected candidate will serve as the primary contact for analyzing program financial data, managing funding, and reporting financial information to leadership. Responsibilities include:
  • Conducting a comprehensive range of financial management activities in support of government acquisition initiatives.
  • Generating regular deliverables such as budget formulation, execution and oversight, financial analysis, creation of financial artifacts (purchase authorizations, purchase requisitions), status briefings, resource planning documents, and responses to congressional inquiries.
  • Addressing ad-hoc requests from multiple divisions with efficiency and a strong analytical grasp of the data presented.
  • Developing financial monitoring and tracking tools, creating PowerPoint presentations, and drafting documents to illustrate understanding of program financials.
  • Engaging with team members to utilize and assist with various financial systems.
  • Collaborating with external stakeholders to meet reporting requirements and financial objectives.
Qualifications

Required:
  • A minimum of 10 years of experience in government finance-focused roles, emphasizing the management of government financials (program actuals/expenditures, spend plans/ETCs, monthly reports, and financial briefings).
  • Bachelor's degree in Finance, Business, Economics, Mathematics, or Operational Research.
  • Exceptional communication skills and a robust analytical background in interpreting complex data sets.
  • Strong proficiency in MS Excel, MS PowerPoint, and other Microsoft Office applications.
  • Eligibility to meet Public Trust clearance requirements.
Desired:
  • Advanced degree (MA/MS/MBA) in Finance, Business, Economics, Mathematics, or Operational Research.
  • Direct experience with FAA finance, including managing program actuals/expenditures, spend plans/ETCs, monthly reports, and financial systems.
  • Experience with FAA financial processes such as Corporate Workplan (CWP), Funding JON request (FJR), GovTrip, and resource planning documents (RPDs).
