Marion County Health and Human Services is in search of a Mental Health Associate to work in Adult Behavioral Health with the Assertive Community Treatment (ACT) team. This dynamic team provides intensive treatment and support services to individuals with serious mental illnesses and co-occurring disorders, with the majority of services delivered in the community. A Mental Health Associate on the ACT team provides skills training focused on daily living and case management to assist individuals in accessing community resources, supports, and housing. An ideal candidate would be team oriented, highly collaborative, have creative problem-solving skills, and believe in taking a person-centered approach to help people live their best lives.

GENERAL STATEMENT OF DUTIES
Provides individual and group recreational, social and skills training services under a professionally developed service plan; keeps records of persons served status; performs service plan directed case management functions under close supervision; performs related duties as required. Primary responsibility of this class is to assist and support other mental health professionals, without primary responsibility for a caseload.

SUPERVISION RECEIVED
Works under close supervision of a supervisor who assigns work, establishes goals, and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Supervision of others is not a responsibility of positions in this classification.

Typical Duties - Duties include, but are not limited to the following

Provide behavioral health services to individuals with serious and persistent mental health conditions and co-occurring substance use disorders who are enrolled in Assertive Community Treatment (ACT), with the majority of services provided in the community (i.e., individual's homes, hospitals, jails, licensed care, shelters, etc.). Services are delivered according to ACT's National Program Standards, fidelity standards, and OARs, including using a person-centered, recovery-oriented, trauma-informed, and culturally sensitive approach.

Skills Training
  • Provide social and skills training in accordance with the individualized service plan.
  • Skill training areas include activities of daily living (ADLs) and instrumental activities of daily living (IALDs), such as hygiene, medication management, grocery shopping, cooking, obtaining benefits, scheduling appointments, transportation, development of individuals' natural supports, community integration, etc.
  • Skills training is provided in both individual and group formats. Facilitate and/or co-facilitate skills training groups.
  • Transport individuals to necessary grocery shopping & other necessary things.
  • Work on the development of individuals' natural supports and community integration.
Case Management
  • Provide treatment plan directed case management to assist individuals in accessing community services, supports, and housing. Case management include making referrals and coordinating with other agencies to obtain services and resources for individuals; advocacy and brokerage on behalf of client to access community resources, benefits, and entitlements; and monitoring services.
  • Participate in intra-agency and interagency case staffings for purposes of evaluation and treatment planning for individuals.
ACT Fidelity
  • Participate fully as a member of the Marion County Assertive Community Treatment (ACT) team as a supportive, reliable, positive, collaborative, and professional team member during the development of individual treatment planning, daily clinical team meetings, and client crisis intervention.
  • Follow ACT's National Standards, fidelity criterion, and OARs.
  • At least 75% of services are provided in the community, including individual's homes, hospitals, jails, licensed care, shelters, etc.).
  • Provide community outreach.
  • Participate in after-hours on-call rotation to provide coverage to support to individuals in crisis and provide coordination with other agencies and providers.
Documentation
  • Maintain accurate and timely clinical documentation in accordance with Federal, State, County, and treatment program requirements under the direction of the clinical supervisor.
  • Meet performance expectations for time and billing standards.
Miscellaneous
  • Work with a team of clinicians and supervisor for clinical supervision, treatment planning, staff and departmental meetings, and trainings.
  • Employee must be able to drive county vehicles.
  • Hours of work may include weekends
  • Perform other duties as assigned.
Response Level 2:In the event of an emergency, employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING
Three years relevant work experience in a behavioral health services field; OR Bachelor's degree in a behavioral science field; OR Any satisfactory combination of work, education, training or experience relevant to the position, as determined by Marion County. SPECIAL REQUIREMENTS
  • Must possess a current Mental Health & Addiction Certification Board of Oregon (MHACBO) Qualified Mental Health Associate certification (QMHA) or register within ninety (90) days of hire, and complete in accordance with MHACBO guidelines. See MHACBO website for requirements.

  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • The finalist for this position will be required to pass a criminal history background check, including finger printing; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana.   • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday- Friday, 8;00 a.m. - 5:00 p.m. with flexibility depending upon the needs of the department and program.
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of the general concepts of mental health (including common symptoms for major behavioral health conditions) and chemical dependency as well as community resources; de-escalation, crisis intervention, and engagement strategies; strengths-based resiliency and recovery models; definitions of basic- and community-living skills; measurable goals/outcomes of mental health recovery, substance use disorders recovery, and co-occurring disorders recovery; evidence-based strategies for skills training and improving overall health; daily living activities that promote health and wellness.

Ability to demonstrate active listening skills and interviewing techniques; establish effective working relationships with diverse individuals and foster shared decision-making with behavioral health consumers, family members, and providers; clearly convey information about behavioral and general health; exercise cultural and trauma-informed competency when linking to resources; follow directions and accept feedback in a professional manner; prepare reports and document services provided to persons served in a timely and professional manner with clarity, conciseness, and completeness; work within an interdisciplinary team; practice appropriate boundaries with consumers; recognize unsafe situations.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; stands; sits; moves about the work area; operates a keyboard; climbs 1 floor of stairs; lifts, pushes, pulls, and carries up to 15 lbs.; speaks with a clear and audible voice; reads a 12-pt. font; hears a normal level of speech; works in areas that may be exposed to heat, cold, humidity, dust, noise, smoke, and chemicals; works in areas that may be wet or uneven.

We offer the following retention bonus, prorated based on FTE:
  • $2,000 bonus after 6 months of continuous employment
  • $2,000 bonus after 12 months of continuous employment

  • Up to $20,000 to reimburse for tuition, licensure and/or other educational expenditures. According to the Marion County policy administrative policies regarding tuition payments.

Marion County offers a generous benefits package to regular employees working 50% or more of the regularly scheduled work week and their eligible dependents. Temporary employees and part-time regular employees working less than 50% of the regularly scheduled work week are not eligible for benefits.
