Overview

GovCIO is currently hiring for a Program Manager to provide operation and integration support for a international multi-vendor infrastructure, including various networks, systems, and virtual training environment (VTE) vendors. This hybrid position with remote opportunities located in Tampa, FL. On-site requirements are based on program requirements.

Responsibilities

The IT Foreign Military Sales (FMS) Program Manager is responsible for directing all phases of IT and cybersecurity programs for international defense clients, from inception through completion. This role involves overseeing the cost, schedule, and technical performance of company programs or subsystems of major programs, ensuring successful project execution in alignment with customer requirements and company objectives.

Key Responsibilities:
  • Program Leadership: Direct all phases of assigned programs from initial concept through completion, ensuring project milestones and deliverables are achieved.
  • Cost, Schedule, and Technical Performance: Oversee the financial performance, scheduling, and technical aspects of programs, implementing solutions to address any project challenges.
  • Contract Management: Lead contract negotiations and changes, coordinating proposal preparation, business plans, work statements, specifications, budgets, and other financial terms and conditions.
  • Customer Engagement: Serve as the primary customer contact, leading program review sessions to discuss cost, schedule, and technical performance while fostering strong client relationships.
  • Business Development: Drive new business growth and product line expansion by identifying opportunities and developing strategies to meet customer needs. Lead or support major proposal efforts for follow-on business.
  • Team Leadership: Manage and supervise multidisciplinary teams of professional and technical personnel, guiding them to achieve project objectives and deliverables.
  • Project Planning: Create integrated project plans, establishing clear objectives and deliverable timelines. Monitor adherence to master plans and schedules and implement corrective actions when necessary.
  • Resource Allocation: Develop staffing plans that support contract operations, including skill and labor mix assessments, and manage the recruitment, interviewing, and hiring of staff when needed.
  • Vendor Management: Coordinate the integration of vendor tasks, ensuring that deliverables meet quality standards and project requirements.
  • Reporting and Analysis: Prepare regular status reports, conduct project meetings, and analyze project progress to ensure alignment with productivity, quality, and client satisfaction goals.
  • Problem Solving: Develop mechanisms for monitoring project progress, identifying issues, and initiating timely interventions to maintain project momentum.


Qualifications

High School with 8-12 years (or commensurate experience)

Clearance: Secret

Required Skills and Experience
  • 2+ years of proven experience in IT project management, focusing on Foreign Military Sales (FMS) or Building Partner Capacity (BPC).
  • Must have a valid US Passport and be prepared for international travel up to 50% at customer locations internationally.
  • PMI-PMP Certification.

Preferred Skills and Experience
  • Masters Degree +2 years or BS Degree and +4 years of relevant experience or HS Diploma +8 years of relevant experience. Specific expertise, education, and training may be considered in place of a degree.
  • Defense Acquisitions Certification or Full understanding of Federal Acquisitions Regulations and IT Foreign Military Sales management.
  • Strong understanding of FMS processes and experience coordinating with U.S. defense agencies, foreign governments, contractors, and other stakeholders.
  • Demonstrated ability to lead multidisciplinary teams, manage project budgets, and deliver complex IT and cybersecurity solutions.
  • Excellent communication and negotiation skills, with a successful client engagement and business development track record.
  • Strong analytical and problem-solving abilities, with the capacity to develop and implement project management strategies that drive successful outcomes.
  • Experience with contract management, including proposal development, financial forecasting, and subcontractor coordination.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $135,000.00 - USD $150,000.00 /Yr.
