Position Description: Technical Proposal Writer

Location: Washington, DC Metropolitan Area

Position Overview:

We are seeking an experienced Technical Proposal Writer with a proven track record in responding to Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, Government-Wide Acquisition Contracts (GWACs), and Blanket Purchase Agreements (BPAs) for Department of Defense (DoD) and Federal Government solicitations. The ideal candidate will be local to the Washington, DC area, bringing a deep understanding of the Federal Acquisition Regulation (FAR) and federal procurement processes. The candidate should also have experience documenting proposal outcomes, including wins and losses, and the value of proposals contributed to.

Key Responsibilities:

  • Develop and write compliant, compelling, and high-quality technical proposals for IDIQ, GWAC, and BPA opportunities.
  • Collaborate with subject matter experts (SMEs), capture teams, and project managers to gather required technical information for proposal responses.
  • Review and analyze Requests for Proposals (RFPs), Requests for Information (RFIs), Requests for Quotations (RFQs), and other government solicitations to ensure proposals meet all requirements.
  • Craft proposal sections including technical approach, management approach, past performance, and executive summaries.
  • Demonstrate the ability to tailor proposal content to different contract vehicles, including IDIQs, GWACs, and BPAs, addressing specific requirements and evaluation criteria.
  • Maintain a comprehensive record of submitted proposals, including proposal value, win/loss status, and lessons learned for process improvement.
  • Develop and maintain reusable content and proposal templates for future use in proposal development.
  • Manage proposal deadlines effectively, ensuring timely submission of all deliverables.
  • Collaborate with graphics designers to enhance proposal presentations with compliant and compelling visuals.
  • Ensure compliance with FAR, DFAR, and other relevant government procurement regulations.

Qualifications:

  • Bachelor s degree in English, Communications, Business, or related field. Advanced degrees or certifications in Proposal Writing, Business, or Project Management are preferred.
  • 5+ years of experience writing proposals for IDIQ, GWAC, and BPA opportunities in DoD and Federal Government environments.
  • Strong knowledge of federal procurement regulations, including FAR and DFAR.
  • Demonstrated success in contributing to winning proposals, with documented examples of submitted proposals, values, and outcomes (win/loss).
  • Experience working on large, multi-volume proposals within tight deadlines.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Acrobat.
  • Familiarity with proposal management tools such as SharePoint, Privia, or similar systems.
  • Strong research, organizational, and time-management skills with a keen attention to detail.
  • Ability to synthesize technical information into persuasive narratives.
  • Must be able to obtain and maintain a security clearance; active clearance is a plus.

Additional Requirements:

  • Must have experience in responding to IDIQs, GWACs, and BPAs.
  • Status: Full-time, local to the Washington, DC area.
  • Clearance: Must be able to obtain a security clearance. Active clearance preferred.
