Purpose of Classification:
This position is responsible for coordinating effective underground City of Sandy Springs-owned utility infrastructure with various Public Works Departments and designated location contractor(s) and functions as a liaison between the City and GA811 under the supervision of The Utility Manager. This position will participate in the daily coordination operations of the permits managed by Public Works, conducting routine in-field inspections of the work of the underground utility contractor, responding to utility-related incidents in the field, answering emails and phone calls, operating online and in-person permit submittals, handling customer interactions, and distributing citizen-initiated work requests. Additionally, the utility operations coordinator will assist in processing invoices and monitoring the financial activity of accounts managed by the Utility Department.

Essential Functions:

The following duties are typical for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Respond to utility locate request generated from GA811.

Operate within The GA811 portal to update the response and generate data reports.

Issue work orders to the City contractors managed by the Utility Department.

Process invoices generated by contractors managed by the Utility Department.

Provides help to customers wishing to access our permitting software or those needing general permitting assistance.

Communicates courteously with customers via telephone, email, written, and face-to-face conversation. Provide guidance and tools to team members to do the same effectively.

Assign citizen-generated work requests to the City of Sandy Springs Utility Staff.

Perform and record regular inspections of underground locate activities. Maintain required records of all utility locate contract required information and work completed.

Inspect/validate workmanship and product quality to conform to City standards. Keeps accurate records of discussions or correspondence with customers.

Develops feedback or complaint procedures for customers to utilize and Standard Operating Practices for staff to follow.

Prepares memoranda and correspondence about all aspects of The Utility Department under the supervision of The Utility Manager.

Maintains knowledge of Departmental software and becomes a competent user of the permitting software platforms.

Participates in the day-to-day operations of permitting activities, specifically regarding application acceptance, review and approval workflow, field inspections and permit issuance.

Monitors all fees assessed, collected, and properly applied to processed permits.

Additional Functions:

Performs other related duties as required.

Subject to rotational after-hours on call responsibilities, also subject to participate Public Works emergency response/severe weather operations including uncommon shifts.

Minimum Qualifications:

Minimum Associate's Degree: Four (4) years experience in the utility and/or construction industry, customer service, or any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.

Specific Knowledge, Skills, or Abilities: Knowledge of email and Microsoft applications, specifically Microsoft Word, Excel, and Access. Knowledge of customer service procedures and principles. Knowledge of office equipment such as facsimile machines, photocopiers, and multi-line telephone systems. Skill in organizing and prioritizing work. Skill in working with the public, other personnel and staff members, and outside agencies. Skill in communication, both verbally and in written form. Ability to resolve customer complaints and issues while maintaining a professional and calm demeanor. Ability to prioritize workload to meet challenging deadlines and the ability to multitask. Ability to use personal computer and software applications for creating spreadsheets, correspondence, presentations, reports, databases, etc. Proficient in spelling, punctuation, and grammar.
