Job Description Job Title: Executive Director - Social Services - MSH - Full Time - Day The Executive Director of MSH Social Work provides financial, operational and administrative oversight over The Mount Sinai Hospital Social Work Department. This individual directs and administers programs, strategies and initiatives designed to develop, enhance and support the clinical, research and educational goals for the department(s). The Executive Director of Social Work oversees work functions including patient throughput, LOS/Excess Day/Avoidable Day management, managed care deliverables regarding admission and continued stay reviews, concurrent denials management, social work assessments/reassessments, victim services, discharge planning and care transitions. Responsible for the monitoring and evaluation of the effectiveness and appropriateness of the care/service provided and shares findings and conclusions with members of the hospital leadership team. Interacts with external regulatory agencies as necessary. He/she collaborates with the President, Vice President, Chief Medical Officer, and other senior leadership/faculty members in the strategic and operational planning of the department. In addition, he/she oversees multi-million dollar budgets, fund raising initiatives and, overall, provides senior leadership to all levels of staff and faculty. Qualifications Education Requirements Masters or advanced degree required Licensing and Certification Requirements Licensed Clinical Social Worker (LCSW) Experience Requirements 10 years of experience in social work field Preferred: experience in strategic planning/execution, health care finance/administration, building/developing financial plans, formulating policy, managing resources, and leading successful teams ideally in an urban academic environment; and both a development and an entrepreneurial background, with fundraising and donor/grantor relations exposure. Non-Bargaining Unit, 186 - Social Services - MSH, Mount Sinai Hospital Responsibilities Oversees and provides leadership in the development and implementation of integrated operational and administrative programs, fundraising, structures, systems, and policies for the department(s). Serves as a strategic partner in collaboration with other Senior Management members in the planning and implementation of policies, programs and initiatives that support the primary goals and mission for the department(s). Serves as Social Work liaison with various medical center affiliated community based agencies (e.g. homecare, nursing homes, Department of Homeless Services). Establishes and maintains working relationships with managed care organizations and external review agencies. Directs and supervises the social work and support staff. Oversee analysis of staffing needs and establishment of staffing plans. Provides direct supervision to other service line social work assistant directors, directors, supervisors and managers ensuring adherence to social work standards. Oversees and coordinates all staff/faculty affairs for the department(s) to include promotion and tenure issues. Oversees all faculty recruitment including business forecasts, resource allocations and human resources matters. Participates in the development of staff, including educational programming and activities. Establishes and supports Social Work policies and procedures. Maintains departmental On-Call system. In collaboration with the Chair or senior leadership, continuously assesses, designs and plans for department space utilization and future construction initiatives. Negotiates institutional budgetary support for operational activities, capital procurement, and facility improvement. Works with senior management in developing new programs and processes to improve patient flow, reduce LOS, and improve discharge planning. Participates in the implementation of short and long term departmental goals, objectives, policies and business practices. Recommends topics for focused case management and social work studies and assists in completion as needed. Monitors and evaluates business effectiveness; effects changes required for business improvement as needed. Oversight and management in the areas of victim services, child protection, elder abuse, guardianship cases, and social work graduate education program. Researches and evaluates opportunities for enhancement of existing operational and programmatic models. Track quality and efficiency of preferred provider relationships and initiatives. Participates in the department’s QI process. Collects and analyzes QI data to identify trends in delays, denials, LOS, excess days, avoidable days, ancillary utilization, social work assessment, discharge planning effectiveness. Concurrently assesses patient care through admission, continued stay and discharge. Collaborates with other services to expedite and clarify issues to ensure appropriate utilization of services. Oversees all aspects of the concurrent review process and appeals management. Attends discharge planning, LOS and interdisciplinary rounds. Facilitates safe and effective discharge plans. Oversees appropriate selection and implementation of case management and social work tools. Analyzes LOS, Excess Days, Avoidable Days and difficult discharge planning cases to develop action plans to improve performance. Participate in system initiatives to reduce readmissions, improve throughput. Identifies and refers potential case management issues to a physician advisor and potential quality issues to QI department. Facilitates appropriate clinical documentation to ensure that level of services and acuity of care are accurately reflected in the medical record. Maintains and supports the Case Management/Social Work System (ACM/ECIN/CAREPORT). Ensures that the Medicare IM notice is issued as required. Ensures cross-departmental consistency in meeting research, educational and administrative compliance standards. Provides leadership to faculty and staff to ensure compliance with federal, institutional and departmental guidelines. Serves as policy liaison and coordinator to clinical, research, and academic programs. Administers the academic functions for the department(s) to include clinical, research and human resources activities. Responsible for all related HR functions (hiring, orientation, discipline, performance appraisal and termination). Manages grants and finance leaders to ensure budget and reporting compliance. Provides financial oversight, analysis and forecasting. Authorizes and approves financial transactions for the department(s). Ensures compliance with all relevant standards, laws, rules and regulations. Oversees compliance with the annual performance appraisal process. Researches and identifies professional development opportunities for the staff and faculty. Negotiates institutional budgetary support for operational activities, capital procurement, and facility improvement. Oversee department budget including grant management. Directly oversees all development efforts to ensure that all funders and donors are appropriately treated and cultivated. Explores alternative avenues for expenditures in order to keep costs down. Collaborates with the Legal Department in creating, modifying and reviewing contractual documents for provision of medical services at affiliate institutions. Performs other duties as assigned.
