We are seeking the right individual to fill a Senior HR Manager position to lead, build, direct and support State Fund's Learning & Development function. In this role, you will oversee the design, implementation, and evaluation of learning programs that enhance employee capabilities and drive organizational success. You will work closely with business leaders, oversee a team of instructional designers and/or learning consultants. In addition, you will help to set, create, and execute L&D strategies to support business objectives.
Key Responsibilities
- Lead, build, direct and support State Fund's Learning and Development operations including leadership/team/individual development and training, and change management to meet enterprise strategies, direction and values
- Serve as liaison between Corporate Learning and Senior Leaders of State Fund
- Oversee, assess and ensure productivity of Learning and Development operations according to corporate and industry benchmarks
- As a resource to the management team, provide support and advice in recruiting, selecting/hiring, training, developing, appraising and disciplining subordinate staff and in workforce planning
- Promote coordination and team building between/among Organizational Development and working relationships with other departments
- Contribute to task force projects on corporate and industry-wide issues
- Demonstrate leadership skills and promote leadership development to subordinate supervisors and employees
- Oversee compliance training for the organization
- Oversee Learning & Development technologies, which includes managing/administering software/subscription licenses, and researching/procuring new technologies and tools, such as performance support tools and AI.
- Experience creating, administering, and managing a staff development program, and various HR/Corporate Learning projects and initiatives.
- Active experience in a formal leadership role to include mentoring/coaching/developing direct reports.
- Proficient knowledge of learning and development strategies, disciplines, and practices including research, design, proposal, and implementation of curriculum.
- Proficient knowledge of current management principles and practices, Human Resources management and supervision, as well as State Fund's equal employment principles and policies and procedures.
- Proficient knowledge of the State Fund business environment and organization to oversee the design, implementation, and evaluation of organizational development interventions.
- Working knowledge of project management, organizational, and team-building skills.
- Working knowledge of State Fund's standard MS software and Internet applications including Word, Excel and PowerPoint applications.
- Experience in workers' compensation
- Working knowledge of adult learning theories
- Strong written and verbal skills
- Analytical skills and the ability to determine effective courses of action based on objective and anecdotal information
- The ability to evaluate performance and coach for success
- The ability to innovate and find creative solutions to problems
- Intellectual curiosity
