JOB SUMMARY

Leads collaboration to implement and monitor the Infection Prevention and Control Program of MarinHealth Medical Center and Clinics. Supervises all Infection Prevention and Control staff. Coordinates hospital and network activities directed toward the surveillance, prevention and control of infection to minimize the risk of acquiring new infection for patients, staff, and community. Collaborates to maintain compliance with standards and regulations pertaining to infection control of accrediting and governing authorities.

JOB SPECIFICATIONS

EDUCATION

One required:

• Bachelor's degree in Nursing/Biology,

• Medical & Research Technology or related field is required.

• Preferred:

• Master's Degree in Public Health (MPH)

• Master's Degree of Science in Infectious Diseases or Microbiology

• MBA in Healthcare or MS Nursing

Licensure/Certification

• CA Licensure as RN or Clinical Lab Scientist (CLS) and CIC certification

EXPERIENCE

• Three (3) years of recent experience in infection prevention and control within the past five (5) years preferred.

• Two (2) years supervising experience required.

PREREQUISITE SKILLS

Required:

• Understands basic medical microbiology and the mechanisms for the transmission of infection.

• Understands isolation precautions for infectious diseases.

• Knowledge of surveillance pertaining to surgical site infections, central line associated blood stream infections, catheter associated urinary tract infections, ventilator associated events, C. diff hospital onset infections, and VRE/MRSA bloodstream infections, community and hospital onset.

• Understands emerging infectious diseases and emergency management as it pertains to infection prevention and control.

• Ability to effectively collaborate with hospital and outpatient staff, physicians, and external organizations on education, hand hygiene, and infection prevention and control practices.

• Understanding of adult learning theory, management theory and project or change implementation.

• Knowledge of the overall organization, departmental priorities, performance improvement, risk management and methods of cost containment.

• Demonstrated oral and written communication skills.

• Demonstrated ability to develop, organize, and lead special projects.

• Ability to create reports, and review or revise policies and procedures based on current scientific evidence and/or best practice information.

• Ability to effectively turn data into information needing to be presented to varying audiences.

• Skills in data management, collecting, analyzing, and presenting data to groups and individuals.

• Experience with managing issues related to COVID-19 hospital-wide, including acting as an SME on committees and helping develop plans and procedures to be applied to all employees.

Preferred Skills:

• Experience with hospital construction projects and the Infection Control Risk Assessment process.

• Experience working with Engineering on all matters related to infection prevention and control, including leaks, construction projects, and environment of care issues.

• Experience working with EVS on issues related to cleaning procedures, cleaning products, laundry facilities, education, training, and audits.

DUTIES AND RESPONSIBILITIES

ESSENTIAL (not modifiable)

Surveillance

• Plans, develops, implements, and evaluates surveillance activities to identify incidence, trends and variations in levels of disease or infection.

• Develops appropriate plans and measures for prevention.

• Ensures and/or initiates epidemiological investigation when indicated and reports finding to appropriate individuals and committees.

• Analyzes and reports surveillance findings.

• Notifies physicians when their patients are exposed to communicable diseases during hospitalization.

• Oversight of employee health surveillance and prevention of employee infectious disease exposures and identifying and potential treatment referral for exposed employees.

• Ensures and/or reports infections/communicable diseases to Public Health Department; works with local, state, and national health agencies in the study and prevention and control of infections.

Consultation

• Serves as a resource to hospital staff, physicians, and to extended healthcare facilities in the ongoing effort to minimize the risk of infection to patients and staff.

• Ensures department coverage and is responsive to emergent issues as needed including: construction breaches, water leaks, potential exposures, etc.

• Ensures dissemination of current infection control information to hospital staff and physicians.

• Collaboratively designs educational programs with the Education Department to meet objectives required in the Infection Prevention and Control Plan.

• Works to minimize costs associated with occurrence and the prevention of infection.

Prevention

• Provides infection control, prevention in-services, and other related infectious disease education to all areas of the organization and the community.

• Works collaboratively with Departments to identify and minimize the risk of infection resulting from work activities within their areas.

• Assists department leadership in designing and monitoring systems to comply with standards and regulations pertaining to infection control.

• Assists departments in implementing prevention initiatives

Control

• Infectious disease related Employee Health oversight including annual flu clinic and any other employee vaccine clinics.

• Oversees and manages the process during outbreaks of infection, including documentation and reporting of actions and results.

Program Management

• Works independently to manage an organization-wide program.

• Collaborates with leaders and managers to implement Infection Prevention and Control activities at the departmental level.

• Manages sensitive or confidential information appropriately.

• Responsible for developing and implementing the infection control plan annually, as well an annual evaluation of the plan.

• Responsible for ensuring all infection prevention and control and related policies and procedures are reviewed and revised every three years at a minimum or as needed.

• Serves as the principal working member of the Infection Prevention and Control Committee: responsible for managing, implementing and evaluating programs, activities and surveillance studies developed by the committee.

• Participates as an Infection Preventionist Consultant and/or liaison to various hospital committees.

• Investigates, analyzes, and recommends products to reduce infections in patients and to reduce risk of infection transmission to staff.

• Stays current with the most up-to-date scientific research and legislation.

• Appropriately applies knowledge and skills to achieve desired program outcomes.

• Manages and facilitates organizational compliance with Infection Prevention and Control standards of The Joint Commission, CDPH, OSHA, CMS, and NHSN and other regulatory agencies, collaboratively with leadership as needed.

• Communicates decisions pertaining to priorities and/or resources as indicated.

• Manages the day-to-day activities of the Infection Prevention and Control program

• Provides and documents the education of all personnel in infection prevention and control practices.

• Participates in the hospital-wide program for judicious use of antibiotics.

• Meets on a regular basis with the infection prevention and control team including Medical Director and Executive Director.

SECONDARY (modifiable)
