Essential Duties and Responsibilities:
1. Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings. Attends job fairs and hiring events.
2. Develops and executes recruiting plans and strategies by working with hiring managers, driving recruitment planning meetings in alignment with budgeting requirements, and building out position-specific interview teams. Compile recruitment and employment related reports as needed for leadership.
3. Screens all applicants by conducting pre-screening interviews, and only refers those on to hiring managers who meet the position's qualifications and fit our organization's culture.
4. Explains and answers questions regarding human resources and JHC policies, procedures and company benefits to applicants and staff.
5. Generates official documents such as offer letters, new employee requisition forms, warning letters, etc. Conducts reference checks. Maintains digital files for staff documents, benefits, and attendance.
6. Attends and participates in employee disciplinary meetings, terminations, and conducts investigations.
7. Assists in the administration of the compensation program; helps monitor the performance appraisal process.
8. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
9. Partners with hiring managers on creating and updating job descriptions as needed.
10. Performs new hire orientation/onboarding and employee recognition programs.
11. Conducts exit interviews with all separating employees.
12. Partners with JHC people leaders to identify and execute initiatives aimed at employee engagement and retention agency-wide. Maintains knowledge of best practices and trends.
13. Provide unparalleled customer service to JHC staff and leadership.
14. Represents JHC with our Patient Engagement Team and solo at industry-sponsored and recruitment-related networking events, career fairs, community expos, etc.
15. Payroll administrator responsibilities are applicable if initialed here .

a. Payroll administrator prepares and processes bi-weekly payroll and supplemental
incentives as needed. Responsible for payroll maintenance including maintaining staff
leave balances, benefit/payroll deductions, tax withholdings and garnishments.
b. Assists with payroll audits. Manages open enrollment in HRIS system. Completes year
end reporting in UltiPro.
Benefit administration responsibilities are applicable if initialed here .
c. Reconciles monthly benefit carrier statements, in addition to the adds and removal of
staff as they come on board and depart.

16. Assists in organizational training and development efforts. This includes facilitating training as well as being the back-up person for the Relias Learning System (learning management system), among others.
17. Performs other related duties as required and assigned.

Qualifications:
1. A bachelor's degree in human resource management or a related field of study, or 3 - 5 years' experience in the HR field, or any similar combination of education and experience.
2. Human resource experience in a community health center or healthcare setting preferred. Customer service oriented.
3. SHRM Certified Professional (SHRM-CP) or HRCI Professional in Human Resources (PHR) credentials preferred.
4. Thorough knowledge and understanding of employment law and regulations.
5. Excellent verbal and written communication skills, along with strong interpersonal, negotiation, and conflict resolution skills.
6. Well-organized, detailed-oriented, problem solver who shows initiative and works quickly and accurately with the ability to set priorities.
7. Ability to prioritize tasks and to delegate them when appropriate.
8. Ability to act with integrity, professionalism, and confidentiality.
9. Proficient in HRIS applications, including Microsoft Office Suite.
10. Valid driver's license with acceptable driving record.

Physical Demand and Working Environment:
Fast paced office setting with travel to other offices often. Lifting and/or exerting force up to 15 pounds occasionally, with frequently moving of objects. Work requires speaking, sitting, bending, walking, standing, hearing, and stooping, kneeling, and repetitive motion with certain activities. 8 hours of constant computer usage. Flexibility to work outside normal business hours as needed to meet staff needs. OSHA low risk position.
