ROLE AND RESPONSIBILITIES
Maintain responsibility for coordinating the delivery of professional services to customers. Manage the delivery of multiple project initiatives designed to enhance the services and level of support provided to the client. Plan, organize, direct, control, and deliver all projects prioritized in alignment with the client’s expectations and business needs, ensure the ongoing process and system capability associated with projects, and manage any changes required to meet or exceed the expectations established in project designs. Direct the activities of consultants, analysts, specialists, and sub-contractors and maintain responsibility for ensuring appropriate resources are allocated and maintained to facilitate the successful completion of multiple projects. Help to implement new projects, policies, and procedures for the departments to meet broad, but specific goals. Provide input to strategic decisions that affect functional areas of responsibility. Provide analytical support to senior management for the development of the annual budget and apply broad management and functional expertise to junior managers and staff members.
• Interface with Government management personnel, staff all tasks, formulate and enforce work standards, create personnel and project schedules, review work discrepancies, and communicate Government policies, purposes, and goals to the contractor team.
• Maintain and manage the client interface at the senior levels of the organization.
• Meet with client, customer, and contractor personnel to formulate and review task plans and deliverable items.
• Communicate policies, purposes, and goals of the organization to all operational staff.
• Prepare an overall Management Plan outlining the management approach, management controls, organizational resources to be employed, deliverables and delivery dates.
• Oversee development of a project Monthly Status Report to be delivered to the Government.
• Develop full scale project plans and ensure that the project is delivered on-time, within scope and within budget.
• Assist in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
• Manage project teams, customer relations, and resource allocation.
• Implement and manage project changes and interventions to achieve project outputs.
• Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.
• Design and improve business processes across a variety of functional areas.
QUALIFICATIONS
EDUCATION & EXPERIENCE
• BS degree in Engineering, Physical Sciences, Mathematics, Management Information Systems, or Business. Note: Technology degrees do not qualify as Engineering or Physical Science Degrees.
• Fifteen (15) years of technical experience in support of C5ISR requirements, to include: Equipment Support, System Support, and Programmatic Support.
• Eight (8) years of Program Management experience, to include: Technology Assessments, Systems Design, Systems Analysis, Programmatic Support, Acquisition Planning, and Budget Planning.
• Five (5) years as manager of projects involving the support of DON IT systems. Note: Experience may be concurrent.
SKILLS & QUALIFICATIONS
Must have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
