GIS Specialist I/II/III

Summary
NOTE: This position will be classified as a telecommuting position, primarily working from home to create maps, support development and review technical compliance documents, and occasional field work, with requirements to visit the West Sacramento, CA office as needed. The successful applicant needs to reside in California.
The GIS Specialist is responsible for creating visual graphics that support planning and reporting documents; a primary role of the GIS Specialist is to serve as a point of contact for all GIS and graphic related activities. The GIS Specialist develops methods for data collection and display, identifies resources, establishes project objectives, and develops standards for GIS deployment and use. The GIS Specialist may supervise GIS Technician(s) engaged in performing a variety of routine to moderately difficult technical duties in maintaining and supporting company GIS databases and geographic information systems.
The pay range for this position is $24.99/hour-$84,845/year, please note this is a tiered position.
Essential Duties and Responsibilities
- Create baseline maps and other data layers as requested by project staff.
- Exercises initiative, resourcefulness, and independent judgment in direction and establishment of technology solutions for the company
- Production of maps and cartographic products that are clear and understandable.
- Database loading and data conversion
- Assist in production of database analysis and technical reports.
- Provide technical assistance and troubleshooting to end users of the system.
- Review and convert content to appropriate file format for upload.
- Collect current information from project stakeholders.
- Maintains administrative and technical productivity through supervisory and independent responsibility, exercises judgment and makes technical decisions.
- Oversees maintenance of organized files for maps, computer reports, field surveys, and other data
- Providing interface between GIS staff and consulting professionals working within the organizations
- Perform any other duties as assigned by management
- Able to prepare technical documents preparations and review all field work.
Level Specific Responsibilities: (may include but not limited to)
Level - I
- Project assistance to program and project managers; meeting scope, schedule, and budget on assigned tasks.
- Execute assigned tasks in accordance with work plans and direction from higher-level staff.
- Acquire and/or develop an area of technical expertise.
- Engage program and project managers for task assignments.
- Designs, develops, tests, and debugs GIS applications.
Level - II
- Provide client assistance to program and project managers, scope, schedule, and budget on projects.
- Lead teams performing project tasks, both in the office and field locations
- Technical project execution and document preparation, peer review project documents
- Assist with task order and project proposals.
- Technical mentoring
- Designs, develops, tests, and debugs GIS applications.
Level - III
- Provide client assistance to program and project managers, scope, schedule, and budget on projects.
- Lead technical project execution and document preparation, peer review project documents.
- Assist with task order and project proposals.
- Designs, develops, tests, and debugs GIS applications, trains GIS staff on use of applications.

Minimum Qualifications:
All levels:
- Associate degree in GIS (Geomatics), Environmental Scientist, Forestry or relevant field.
- Experience can be substituted for education on a 1:1 basis.
- Experience can be substituted for education on a 1:1 basis.
- Current driver's license with clean driving record, ability to be covered on company insurance.
- Environmental Science background.
Level - I
- One (1) to Three (3) years of relevant working experience. Specialized training and/or advanced degree such as MS may be substituted for work experience.
Level - II
- Three (3) to Seven (7) years of relevant working experience. Specialized training and/or advanced degree such as MS may be substituted for work experience.
Level - III
- Seven (7) to Ten (10) years of relevant working experience. Specialized training and/or advanced degree such as MS may be substituted for work experience.
Preferred Qualifications:
- Bachelor's Degree in GIS (Geomatics) or relevant field.
- Experience working on projects with Federal clients.
