VP - Policy and Compliance

Position Responsibilities:
Compliance
- Attends trainings and reads articles on lending regulations, policies and procedures, consumer protection and public interest laws and their impact on the Association
- Determines when to discuss procedural changes based on findings with appropriate staff
- Recommends, develops, and revises policies and procedures to meet federal and state regulations for manager approval, as directed by management team
- Assist in ensuring policies are maintained in accordance with the Policy Review Schedule
- Review of the National Oversight Plan and prepare an executive summary for review
- Create and/or amend risk/audit/compliance policy, procedures, and training materials as needed
- Stay abreast of changing regulatory requirements by actively reviewing FCA website and consumer protection sites - work with COO to maintain Compliance Management Program
- Maintains the Association's Policy Review Schedule and ensure policies go for board approval as outlined in the schedule and based off regulatory guidance
- Work with outside counsel to ensure policies are up-to-date and in compliance with regulatory guidance
- Develops and revises policies and procedures to ensure compliance with federal and state regulations
- Creates step by step guidance and procedures to comply with current regulations
- Run and analyze required compliance reports-HMDA, Fair Credit Reporting Act (Disputes), OFAC, QRL, etc.; work with COO to troubleshoot report findings.
- Develop and coordinate regulatory projects as approved by Management to meet strategic business objectives and pending regulatory guidance
- Develop detailed project plans, including tasks, timelines, resources, and dependencies.
- Coordinate project tasks and activities among team members, ensuring alignment with project goals.
- Answers questions from employees and management regarding compliance, policies and procedures
- Trains and provides compliance guidance to management, lending officers, credit officers and support staff
- Create and/or amend risk/audit/compliance policy, procedures and training material as needed.
- Bachelor's degree in business administration, risk management, or related field
- 3 - 5 years of experience in compliance, risk, finance, management, or banking.
- Or an equivalent combination of education and experience sufficient to perform the essential functions of the job
- Prefer Farm Credit Administration (FCA) experience with the agency or at another Association within the Farm Credit System.
- Knowledge of Adobe, Microsoft Word, Excel, PowerPoint, and Outlook sufficient to create, update and save basic documents
- Skill in leadership of regulatory projects
- Knowledge of project plan creation and execution
- Ability to communicate and collaborate with stakeholders on regulatory projects
- Ability to present to a variety of audiences
- Ability to review pending regulatory compliance and skill to problem solve implementation strategies at the Association level
- Skill in learning, retaining and applying industry specific rules and regulations
- Skill in utilizing time in an efficient and effective manner on competing projects with sensitive deadlines
- Skill in applying processes and procedures to factual data to make a logical decision
- Skill in good judgement and polite behavior
- Skill in interacting and working effectively with others
- Skill in focusing and concentrating on details
- Skill in organizing projects and competing projects
- Knowledge of the Farm Credit Administration (FCA), Consumer Financial Protection Bureau (CFPB), regulatory compliance
- Oral and written communication skills sufficient to discuss a variety of job-related topics, and to effectively communicate complex topics to a variety of audiences relating to policies, procedures and project plans
