POSITION RESPONSIBILITIES

Use full-cycle Instructional System Development (ISD - analyze, design, develop, implement and evaluate) to produce and deliver BPA management-approved training.

Develop and recommend formal training materials in a variety of styles and formats, including courseware and content, reference materials, job aids, and exercises for training of electrical apprentices and journeymen. All training curriculum is reviewed and approved by Technical Training Supervisor.

Develop and deliver other courses related to grounding, rigging, safety, or other technical topics per coordination with the Technical Training supervisor.

Update and deliver BPA training courses covering the following:

Basic rigging: This training course (4 hrs in length) is designed for electrical line crews and electrical substation workers. Each session should be tailored to meet the attendee's needs, based upon their education and experience.

Comprehensive rigging: This training course (16 hrs in length) covers rigging techniques as related to transmission line construction and maintenance associated with conductors, poles and guys. It is designed especially for apprentice and journey-level line workers.

Grounding: These are training courses (4 hours in length) in personal bonding and grounding for protection of electrical workers. One is designed especially for line crews and a second course for other electrical substation workers. Other grounding courses may be developed/tailored to meet the attendee's needs, based upon their education and experience, or to implement new guidance.

APM/Safe Workplace: This training will be Co-taught with another instructor and will cover BPA's Accident Prevention Manual (APM), Rules of Conduct Handbook (ROCH), and Safe Workplace rules and procedures. This training is required as a part of minimum qualifications for an Electrical Worker Permit or Substation Entry Permit (32 hours).

Deliver Department of Energy's instructor development courses (e.g. Basic Instructor Training course).

Create presentations, quick reference materials, tutorials, user guides, and other informational materials as requested.

Create new or revised storyboards, templates, and curriculum materials that can be used in a variety of formats (instructor-led presentations, web-based training, and hard copy documents).

In collaboration with team members in the Technical Training organization (TFBT), verify training products meet BPA's needs and standards.

Partner with team members and key stakeholders to identify and quantify training needs; provide findings and recommendations for BPA manager consideration.

Consult with subject matter experts (SMEs), on-site and at Field Locations, to collect site-specific information, provide training, consolidate documentation, provide input on safety incident assessments, and/or provide technical advice as requested.

Provide recommendations for training approaches, methods, tools, and solutions including, an estimated scope of work, project plan, timeline, milestones, goals and objectives, and potential challenges based on interviews with SMEs.

Coordinate, meet, and proactively collaborate with SMEs on the content of recommended training material to validate Learning Objectives and that all relevant content is included and accurate.

Coordinate with SMEs, conference room scheduling, media services, print shop, presenters, guests, and any other necessary parties to schedule dates and times and materials for training classes / presentations, so all training fits into a consistent training regimen.

Work with BPA SMEs to develop tests and other learner evaluations appropriate to the training material; verify test questions match the training's Learning Objectives.

Review and recommend edits and revisions to documents and training materials as needed to update and maintain a current and successful training program.

Arrange, coordinate, facilitate, participate, and attend meetings as requested, may include meetings with SMEs, project team, stakeholders, project sponsor, BPA management and executives, co-workers, and safety.

Support safety incident assessments with technical input and expertise.

Provide technical advice (especially related to grounding and bonding) to electrical workers upon request.

Evaluate apprentice progress in the classroom environment and provide additional one-on-one focused training.

Provide feedback on student performance to the program lead (report structure to be specified by TFBT staff).

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor's degree in adult education or training, instructional design & technology or Engineering is preferred.

10 years of directly related technical experience is required

Required Technical Skills & Experience (required on matrix)

2 years of experience in training, learning and development including:

2 years of presentation experience and/or mentoring to include making effective presentations reflecting diverse audience's understanding of the topics at hand.

5 years of experience with grounding, rigging, and following electrical safety rules and procedures.

Preferred Skills & Experience (optional on matrix)

Knowledgeable of and able to provide instruction on the following tasks as related to a high voltage transmission system:

Construction and maintenance (including hot line maintenance) on either wood pole or steel tower lines including excavations and footings, framing, and erecting towers and poles, hanging insulators and hardware, and stringing, sagging, and clipping conductor.

Replace or repair damaged steel towers, wood poles, cross arms, and conductors; relocate towers and poles; inspect and treat wood poles; and replace insulators.

Transmission line right-of-way maintenance work such as brush and weed control, cutting or topping danger trees, and seeding cover crops for erosion control.

Repair access roads and install or repair bridges, culverts, fences, and gates.

Maintenance of microwave towers, antennas, and airway lighting installations; maintenance tasks in substations, involving overhead line work and other tasks that require the use of line maintenance equipment.

Patrol and inspection of transmission lines and related structures.

Familiarity with switching/clearance and tagging procedures associated with a high voltage transmission system.

Safe rigging practices as related to all the above listed activities.

Possess knowledge and/or experience equivalent to a Lineman on a power system that includes:

Knowledge of electrical equipment related to line work.

Knowledge of technical electrical theory.

Knowledge of installation, maintenance, overhaul, and repair of power line structures and equipment.

Knowledge to work from blueprints, schematics, and diagrams.

Knowledge of the use of hand tools and how to operate line maintenance equipment, including hot line tools and chainsaws.

Knowledge of how to locate line faults and troubleshoot.

Knowledge of safety requirements for working on a transmission line.
