Program Manager, Supportive Services

SUMMARY Provide coordination of administrative and business operations of programs, including monitoring clients flow and case management. Solicit referrals and maintain wait list, verify client eligibility. Submit all billing and reports, monitor rental income and payments. Oversee Community Support services case mangers which include CSPECH, PFS , leased housing and RTI. Provide supervision as necessary. Manage allocation of rental assistance resources for resources for the program and report on usage and capacity. Ensure adherence to all program policies and procedures. Why Work for SMOC? PRIMARY RESPONSIBILITIES Manage the operational and fiscal activities of the program/department to include: staffing levels, budgets, and financial goals Recruit, manage, develop and evaluate staff by providing timely mentoring, training and performance management. Complete required paperwork in accordance with company policy. Ensure adherence to policies and protocols for programs serving chronically homeless individuals, including guidelines for enrollment, meeting attendance, client transportation to appointments, etc. Develop regular program schedule staffing and house meetings. Access external resources as appropriate. Outreach to treatment programs and other community-based resources to establish contacts for client referral. Keep detailed log of referrals made. Coordinate staff coverage of crisis intervention. Monitor/ move-ins and move -outs, room turn-overs, and repair requests with property management and maintenance team. Interface with SMOC Non-profit housing property management to ensure compliance with program specifications. Review case manager notes regularly to ensure compliance with program specifications. Ensure compliance with program, agency and/or funder requirements and policies and procedures Ensure all participants meet the HUD requirements for entry into the program. Develop Individual Service Plan with each participant within three days of entry into the program. Work closely with shelter staff, Relapse Prevention Managers and Sober Housing Staff to identify new program participants. Ensure that case managers are maintaining weekly contact with the clients that are actively involved in the program. Guarantee regular contact schedule with all participants for a period of at least 24 months Maintain appropriate files and case notes. Maintain accurate program rosters. Outreach to treatment programs and other community partners. Keep a detailed log of referrals made. Ensure compliance with program/department, agency and/or funder requirements, as well as SMOC policies & procedures. Other duties as assigned. KNOWLEDGE AND SKILL REQUIREMENTS Bachelor's degree in social work or another human service-related field required, MSW preferred At least 2 years supervisory/management experience preferred. Excellent computer skills including intermediate to advanced proficiency in Word, Excel and power point. Strong understanding of databases necessary Proven organizational skills and strong written and verbal Proven organizational skills and strong written and verbal communication skills Prior work with homeless population and substance use required. PHYSICAL REQUIREMENTS Must be able to travel around the MetroWest area via personal vehicle Must be able to sit and stand for a prolonged period Must be able to operate a computer and complete extensive paperwork Dress in business casual.\ ORGANIZATIONAL RELATIONSHIP Directly reports to Managing Director – MetroWest Community Support Services Direct reports for this position are CSPECH, Pay for Success, RTI and Permanent Supportive Housing case management. WORKING CONDITIONS Some travel is required. Twenty-four-hour cell phone coverage is required for staff support during crisis intervention. As part of the responsibilities of this position, the CSS manager will have direct or incidental contact with clients served by SMOC programs funded or administered through the Executive Office of Health AND Human Services.
