Our projects require dynamic individuals who possess skills in quantitative analyses of information involving investment programs or financial data, budget estimation, regulatory conformance management, strategic thinking, solutions development, business process improvement, policy research, and technical writing. Conducting quantitative analyses of information involving investment programs or financial data of public or private institutions, including valuation of businesses, analyzing budgeting and accounting reports and examining budget estimates for completeness, accuracy, and conformance with procedures and regulations. The candidate must possess strong written and oral communication skills and able to easily interact with senior-level directors and/or agency heads. The contractor must be able to extract and synthesize complex multi-source information to prepare briefings, read-ahead and other materials for corporate and strategic DoD leadership. The contractor must understand military DoD Financial Management systems and processes, Microsoft Office Applications and the ability to independently develop material using these applications. Specialized knowledge of the United States Air Force, or other service command structures and missions, the Intelligence Community; Department of Defense; and Combatant Commands is desired. The following skills are required: Experience in DoD financial management working all phases of PPBE, DoD Federal Management Regulations (FMR), Federal Acquisition Regulation (FAR), and the congressional budget process, and experience working OSD, DoD and OMB policies, directives, and regulations. Experience in managing multiple funding profiles, i.e., monitoring and analyzing obligation and expenditure rates; analyzing funding trends. Experience with multiple appropriations including OandM, RDTandE, and Procurement, and with financial systems including ORCALE based systems such as DAI, DEAMS, as well as EB S, EDA, WAWF, IRMA-I. Experience building and managing spend plans, UFRs, and obligation plans. Experience with the CJB process including narrative and resource input. Duties: Provides financial management and control, schedule coordination, contract data administration and functional support and coordination to support operations, under general guidance. Interfaces with various employee and management levels. Assists in developing and monitoring financial controls, procedures, systems and forecasting techniques. Identifies problem areas, determines actions required to improve operating program effectiveness, and ensure and maintain the integrity of financial and accounting information. Monitors cost performance against plans to ensure contractual cost obligations are met. Support government financial business practices and incorporate processes into compliant solution. Apply sound accounting, tracking, and data processing principles to the performance of an effort. Identify potential problems and solutions through analysis and recommend solutions. Reviews, analyzes and modifies operating programs, practices, and procedures related to receiving, controlling, validating, recording, and reporting accounting transactions affecting asset, liability, revenue, expense, and budgetary accounts. Applies knowledge and understanding of automated data processing systems as they apply to accounting systems and "feeder" systems and the ability to deal effectively and logically in solving program/system issues. Performs special audits, studies, reports and/or, analysis to evaluate the status of the financial health and/or position of accounting operations based on balanced scorecard measurements or indicators. Supervisory Responsibilities: As necessary commensurate to position and ability. This position may require provision of 'Task Lead'-level leadership responsibilities. Individual Task Leads will be expected to supervise, coordinate, and consolidate the inputs and efforts of subordinate personnel. Education: Completion of all requirements for a bachelor's degree or higher in Business, Finance, Accounting, or related from an accredited college or university; or a degree in a related field such as Management or public administration that included or was supplemented by 24 semester hours in accounting or finance.
