Description

Performs subprofessional technical work in planning, organizing and coordinating the activities of any one, or a combination of, the County's comprehensive programs for the elderly; supervises lower level personnel; and performs other related duties as required.

Distinguishing Characteristics:

The Senior Services Program Assistant series of classes are characterized by their responsibility to perform subprofessional technical work in support of program specialists and involves planning, organizing, and coordinating the implementation of one or a combination of the County's programs for the elderly. The nature of the work involved does not require the full application of professional level knowledge, philosophy, theories, and practices.

This class differs from the Senior Services Program Assistant II in that the Senior Services Program Assistant III is responsible for assistant in county-wide planning and has district responsibilities for organizing and coordinating the implementation of program activities; whereas the Senior Services Program Assistant II is responsible for planning, organizing, and coordinating all program activities for a small participant group where social and recreational program activities and nutrition program services resources are limited, e.g., islands of Molokai and Lanai.

Examples of Duties

  • Assists in program planning for any one, or a combination of, programs for the elderly such as the nutrition program, outreach program, and leisure program;
  • Conducts surveys and establishes contacts with program participants in order to gather information to determine levels of interest and areas of need;
  • Assists in the coordination of services and activities with other public and private agencies in order to promote support for program activities;
  • May participate in recruiting for filling vacancies within a specific senior services program area;
  • Orients, trains, supervises, and evaluates assigned staff and/or volunteers;
  • Monitors the consistency and quality of meals, meal operations, and supportive services;
  • Evaluates program operations to ensure maximum efficiency of time, resources, equipment, and supplies;
  • Assists higher level staff in the scheduling of personnel and other assignments;
  • Initiates supply and equipment requests;
  • Recruits instructors to provide classes and workshops such as ceramics, hula, and other types of leisure activities;
  • Plans, develops, and coordinates social, recreational, and educational activities for program participants;
  • Regularly evaluates and monitors the effectiveness and quality of the activities and services offered;
  • Oversees the maintenance of the grounds, buildings, and equipment of one or more congregate meal sites;
  • Participates in the development of policies and procedures for utilization of facilities and equipment at a senior center or other congregate meal sites;
  • May participate as a member of an interdisciplinary case management team for the frail and vulnerable elderly;
  • Serves as a resource speaker, facilitator or trainer upon request;
  • Attends required meetings, workshops, and training;
  • Performs other related duties.

Minimum Qualification Requirements

Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and four years of experience which shall have involved programs or services dealing with the special needs of the elderly or other target group individuals. The work performed shall have included interviewing, counseling, organizing activities and/or providing information, referral and outreach.

License Requirement: Possession of a valid motor vehicle driver's license (equivalent to State of Hawaii Type 3).

Knowledge of: the characteristics and needs of the elderly; objectives of the senior services programs; pertinent functions of County, State, and Federal agencies; community resources pertaining to the elderly; interviewing techniques; public relations; principles and practices of supervision; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications.

Ability to: establish and maintain effective working relationships with persons possessing a wide range of educational and work experience backgrounds, agency employees, representatives of community groups, and the general public; plan, assign, coordinate, schedule, and direct the work of others; interpret and apply rules, regulations, policies and procedures; prepare various reports and correspondence; speak effectively before groups; use a personal computer.
