SUMMARY:

The Chief Inspector is responsible to the Director of Quality Control and Engineering. In direct contact with all Inspectors.

ESSENTIAL RESPONSIBILITIES:

Assist the Director of Quality in the performance of his duties and responsibilities.
Ensure personnel assigned to the respective customer programs under his department are qualified and are capable of performing the job properly. This involves assessing if the individual meet the operator's required training and the individual's job function against the employee's specific skills and knowledge.
Coordinate the various inspection programs with other affected departments.
Coordinate with the Training Department in the supervision of the training of personnel of the Inspection Department and the distribution of information of new inspection procedures and methods.
Recommend improved inspection procedures and methods which would tend to improve the quality and economic efficiency of maintenance.
Monitor and assign inspectors' duties.
Ascertain that shift inspectors give essential tie-in to their relief to ensure proper completion of work in progress.
Ensure that each function requiring inspection has an inspector available and qualified to perform the work.
Compose and follow to completion all Service Difficulty Reports and Mechanical Interruption Summaries.
Supervise selection, discipline and release of personnel assigned to the Inspection Department.
Perform such other work as delegated by the Director of Quality.
Assist, supervise and direct all personnel assigned to the inspection department.
Ascertain that all inspections are properly performed on completed work. Ensure all maintenance records, reports and forms are properly executed before approval for return to service.
Determine that all technical data and all articles overhauled or repaired by the Repair Station are secured and kept current with latest revisions by the respective department inspectors. This data will include Repair Station's process specification for limited rating specialized services, manufacturer's overhaul manuals, service bulletins, part specifications, and related Federal Aviation Administration approved data used by the Repair Station. In addition, ensure that all military technical orders used in the overhaul and repair of components have been evaluated and approved by the FAA. Serve as the alternate to the Supervisor Technical Library and Records for maintenance and update of the data control system.
Ensure that periodic checks are made on all inspection tools and the calibration of precision test equipment used by the Repair Station. Ensure that a current record of those inspections and tests are maintained.
Determine that no defective, unserviceable, or unairworthy parts are installed in any component or articles released by the Repair Station.
Submit reports of defects of unairworthy condition in accordance with 14CFR §145.221 installed in any component or articles released by the Repair Station.
Ensure the proper execution of FAA Form 337 when required, and/or a maintenance or inspection release.
Accomplish the final acceptance of all incoming material, including new parts, supplies and the airworthiness of articles on which work has been performed outside the Repair Station by contract.
Conduct the preliminary, hidden damage, in progress, and the final inspection of all articles processed by the Repair Station and record results as outlined in this manual.
Oversee the proper tagging and identification of all parts and components as outlined in this manual.
Provide for continuity of inspection responsibility, assuring completion of required inspection when personnel shift or assignment changes occur.
See that rejected and unserviceable parts are handled in such a way as to prevent their reuse as serviceable parts.
Maintain files of completed work orders and inspection forms in such a manner that the file pertaining to a specific item repaired can be readily located for review.

Additional Qualifications/Responsibilities

JOB SPECIFICATIONS: Good working knowledge or the ability to acquire skills in the following:

The ability to communicate, both orally and in writing, by presenting ideas and giving instructions/guidance to subordinates, co-workers, supervisors and outside agencies in a manner that in instructions are carried out and requested information is obtained; ability to motivate and lead a staff or team of subordinates to obtain goals, higher productivity and quality work; the ability to delegate and prioritized work effectively; creative; persuasive. The Manager Quality Control/Chief Inspector may delegate all duties to any qualified assistant as necessary; however, such delegation shall not relieve the Manager Quality Control/Chief Inspector of the overall responsibility.

WORKING ENVIRONMENT:

SUPERVISION: The incumbent normally performs the duty assignment at his or her discretion and is limited only by policies set by administrative or legislative authority. Total end results determine the effectiveness of job performance.

INTERPERSONAL RELATIONS: A strong level of interpersonal skills is required to maintain an effective relationship among employees, various departments, management, and the public.

PHYSICAL ENVIRONMENT: Essential responsibilities are performed in a climate controlled office but not limited to the office. Must be able to cope with stress and mental exhaustion due to the pressures of accomplishing set goals, meeting short deadlines, maintaining numerous projects simultaneously, employee confrontations and long work hours. Evaluate departmental operations recommending improvements in quality, productivity and employee relations. Implement programs and/or procedures that strive for excellence in quality as maintained by VT San Antonio Aerospace, Inc. Quality Assurance program. Resolve departmental problems by identify the problem, researching alternatives, analyzing the costs and benefits, implementing the best alternative and evaluating the end results.

JOB QUALIFICATIONS:

EDUCATION: Four years BS or equivalent in Training, Education and/or experience.

EXPERIENCE: Five years Commercial Maintenance, five years Inspection, five years Quality Control management.

CERTIFICATION: Must have a Active A&P License.

PREFFERRED: 10+ Years of QC Management experience.
