Job Description

Owing to the complex nature of the works involved, this role will suit a tenured Project Controls Lead/Director from a rail (preferred), aviation, highways or Defense background with proven experience and understanding of the capital improvement construction processes to be based in Baltimore, MD.

Job Objectives:
  • Delivering Project Controls across infrastructure projects in the Baltimore area.
  • The Project Controls Lead will lead the program controls function for a program, monitoring for accuracy and consistency of plans, cost, safety, environment and performance reporting, and deploying available controls team resources to best effect.
  • Turner & Townsend Project Controls Leads, establish effective control processes in compliance with the State and Federal Regulations and as directed by the Program Controller and maintain these at Territory / Project level.
Other responsibilities include:
  1. Reviewing new project proposals/remits and monitor so that realistic, resourceable plans are developed for delivery of the program.
  2. Identify resourcing requirements to support the program and liaise with planning functions to resolve resourcing issues.
  3. Provide an efficient day-to-day service to the Program and Project Managers in reporting on plans, costs, safety, environment and program performance.
  4. Monitor so that data input by project teams and others to cost and performance systems meet required data standards.


Qualifications

On-site presence is required. Requirements may change depending on our client's needs.
  • Previous experience working in a project controls environment within the infrastructure sector is mandatory (Rail, Airports, Highways). Rail experience is preferred.
  • Experience of working in complex, fast paced, multi-stakeholder environments which require proactive coordination to ensure project success.
  • Proficient experience in capital improvement construction Scheduling & Planning. Program Controls Management, Earned Value (EVM), Change & Risk Management, Project Controls and or PMO.
  • Program Management budget experience over 500M is mandatory.
  • Experience implementing scheduling processes across a client's portfolio.
  • A recognized Degree Qualification in a relevant field.
  • Practical exposure to network planning structures and techniques, experienced user of Primavera Project Planner 6.0 or above, and Microsoft Project.
  • Excellent command of written and spoken English with excellent report writing skills.
  • Collaborative and ability to work as part of a national team.
  • Strong time management skills, quick thinking and resilience to deal with a fast-paced environment.
  • Minimum of 20 years' experience in a similar consulting role.
  • Strong communication skills.
