Position Description:

The Fiscal and Contracts Compliance Manager serves as department lead for finance, budget, and contracts and grant administration. The position supervises five staff responsible for budget, accounts payable, contracts and procurement, grants management, work order development and billing, facilities and fleet management. The Manager supports the day-to-day administrative operations of the Adult Probation Department. This role requires excellent analytical, organizational and communication skills; strong affinity for numbers and proficiency in PeopleSoft and MS Excel. The Manager will be responsible for budget development and monitoring; directing and/or conducting analyses for developing, processing and administering contractual agreements; managing state and federal grants; leading the development/updating of fiscal and contract policies, procedures and training guides. Finally, the Manager will provide recommendations and strategic direction to resolve issues and streamline business processes. SUPERVISION EXERCISED A Class 1825 Principal Administrative Analyst II typically supervises staff including lower-level administrative analysts, and/or complex, cross-functional project teams staffed with professional-level employees. The essential duties of the position include but are not limited to: Participate in budget development and monitoring including; budget and narrative preparation; analysis and financial reporting. Research and analyze highly complex compliance matters related to contracts and grants, including changing regulations and current compliance activities. Develop policies and procedures to ensure fiscal, contract and grant compliance. Supervise fiscal and administrative staff; plan, assign, direct and review work; monitor and evaluate performance; complete performance appraisals and counsel employees; foster cooperation and teamwork; provide training and staff development. Manage the review of contract and grant invoicing; accounting, reporting and payments to ensure compliance with regulations. Conduct audits to identify potential compliance and performance issues; monitor implementation of action plans; and participate in fiscal and grant audits. Ensure quality control reviews of staff production related to fiscal, contract and grant regulation. Prepare written reports on the status of contracts and grant compliance, and produce fiscal and statistical reports. Manage highly confidential matters with discretion. Serve as liaison to City Attorney, Office of Contracts Administration, Civil Service Commission, federal and state funding agencies suppliers and community based organizations. Assist in coordinating work with other Adult Probation divisions to meet goals and objectives; act as liaison and promote good working relationships with other Adult Probation divisions. Identify fiscal and administrative issues and formulate and execute solutions. Other duties as assigned KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of: principles and techniques of governmental organization and management: the principles and techniques of financial/fiscal analysis and budgeting; principles and techniques of economic and policy analysis; principles and techniques of generally accepted accounting principles and government accounting standards; application of statistical and other analytical methods; methods and techniques of data collection and analysis; specialized analytical software; applicable local, state, and federal laws and regulations affecting departmental operations; principles involved in the development and implementation of complex systems and procedures; methods, procedures, and techniques needed for negotiations of contract terms, change orders, cost estimates and modifications. Ability or Skill to: collect, synthesize, and analyze a wide variety of information and data; conduct extremely difficult analytical studies involving complex administrative and financial systems and procedures with significant financial impact; work with complex business intelligence systems; oversee programmers and software developers in the production of complex analysis or data; temporarily manage complex, cross-functional project teams; work with authority to identify and define problems, determine methodology, and evaluate data; make recommendations with appropriate justification and develop/implement a plan of action; plan, prepare, review, and present clear and concise findings and reports; assign and direct the work of subordinates and other staff; establish and maintain effective oral communication with management, officials, representative of other agencies, contractors, and the general public; negotiate effectively; use computer and software programs. Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Possession of a baccalaureate degree from an accredited college or university and seven(7) years of full-time equivalent experience performing professional level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series. Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years).
