Classification: Exempt/ Permanent / Full-Time DUTIES AND RESPONSIBITIES Develops necessary processes and procedures to administer and monitor compliance and risk a diverse portfolio of private, state,and federal grant-funded projects. Develops procedures for recordkeeping, reporting, and budget monitoring. Interprets and applies federal, state, and local laws,policies and regulations related to sponsored programs including but not limited to the Federal Register,departmental regulations,2 CFR 200, Cost Principles, and Audit Requirements for Federal Awards, and the laws of Pennsylvania. Directly manages all direct federal awards; indirectly manages all other grants in partnership with Fiscal Specialists. Assists CAP's leadership in the annual budgeting and planning process in relation to expected and projected grant revenues. Maintains list of grant funding for Senior Leadership,committees, and the board's periodic review. Oversees financial, project/program and grants accounting; ensure that expenditure is consistently aligned with grant and program budgets throughout the grant/fund period. Works with program leaders to develop budgets for grant applications and aid in assisting budget modification requests when needed. Monitors pass-thru recipients for compliance with CAP memorandum of understanding and with Uniform Guidance. Leverages strengths of the current finance team members, help to clarify roles and responsibilities and develop and implement programs to maximize and reach optimal individual and organizational goals. Works with the CFO in strengthening internal communications with staff at all levels throughout the organization. Create and promote a positive and supportive work environment.
