Principal Evaluation Manager

The Educator Effectiveness team sits within the Chicago Public Schools (CPS) Talent Office and manages the evaluation process for teachers and principals. In close partnership with the Department of Principal Quality and the Office of Network Support, we produce materials and training in an effort to implement evaluation as a coaching exercise rather than a compliance mandate.An equity-driven educator and team leader, the Principal Evaluation Manager will provide leadership and direction to the staff responsible for leading the implementation of CPS Principal and AP Evaluation processes. This position will collaborate closely with the Department of Principal Quality on projects related to the entire human capital management system for CPS school leaders. The Principal Evaluation Manager will be responsible for key Talent Office processes related to evaluation, including designing and delivering learning materials for Network Chiefs and school leaders. This position will report to the Director of Teacher and Principal Evaluation in Educator Effectiveness.The Principal Evaluation Manager position is grant-funded through the end of school year '24, with the potential to extend. The Principal Evaluation Manager will be held accountable for the following responsibilities: Utilize a deep understanding of the landscape of Principal and AP Evaluation to develop strategic initiatives for process improvement and implementation.Develop protocols for analysis of evidence entered for principal and AP evaluations and provide structured data review opportunities.Develop and implement a series of calibration sessions for principal and AP evaluator supervisors to ensure consistent standards are applied across the district.Create and deliver training for new Network Chiefs/Deputies, Principals, and APs to ensure new staff understands the evaluation processes.Develop and implement a process for collection of stakeholder feedback on the Reflect & Learn interface.Coordinate improvements to the Reflect and Learn interface, managing work with vendors implementing suggested changes to the system.Plan and deliver professional learning related to Principal/AP Evaluation, including sessions for Network Chiefs, Principals, and APs.Support creation of training materials to outline best practices in human capital management. In collaboration with the Director of Teacher and Principal Evaluation, systematically collaborate with the Office of Network Support, Office of Teaching and Learning, Network Chiefs and other relevant departments to ensure professional learning and system support are responsive to leaders' needs.In collaboration with the Director of Teacher and Principal Evaluation, develop and implement protocols for systematic review of the evaluation data.Utilize the data reporting systems to build differentiated support options for school and department leaders.Create and maintain efficient communication platforms and routines between stakeholders in the evaluation process.Other duties as assignedIn order to be successful and achieve the above responsibilities, the Principal Evaluation Manager must possess the following qualifications: Education Required: Bachelor's degree from an accredited college or universityMaster's degree in a related field, Illinois State Board of Education (ISBE) teaching license and/or National Board Certification (NBCT) preferredExperience Required: Minimum of five (5) years of relevant professional leadership experience, including the following, is required: Experience in project management, including high-level, cross-functional collaborationExperience in a supervisory role leading a team of direct reportsKnowledge, Skills, and Abilities: Working knowledge of (or ability to quickly learn) how to navigate and utilize the Reflect and Learn System Ability to build collaborative relationships with a variety of stakeholders to ensure engagement drives support for the experiences of school leaders from diverse backgroundsAbility to work in cross-functional teams with personnel from a variety of departments while managing multiple priorities and adapting to shifting departmental needsCapable of coaching leaders and leading professional learning; strong understanding of adult learning theory and strong professional learning facilitation skills preferredStrong verbal and written communication skills and attention to detail, including the ability to practice clear, consistent communication, adjusting style in response to the needs of different audiencesAbility to articulate a vision, set high standards, and effectively guide schools and principals in the realization of expectations setStrong communication skills (speaking - including presentations - listening, and writing)Demonstrate high levels of integrity, honesty, credibility, and the courage to make difficult yet necessary decisionsEffective strategic planning capabilities, including the ability to establish long-term vision and goals, and align/manage activities toward goal fulfillmentStrong leadership and team-building skills, e.g. ability to develop high performing teams united around a clear vision for serving schools and achieving student successAbility to define problems, analyze data, and outline valid conclusions and action steps Capable of maintaining flexibility of schedule as required to support professional learning sessionsConditions of EmploymentAs a condition of employment with the Chicago Public Schools (CPS), employees are required to:Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions.Be Fully Vaccinated or Submit to Weekly COVID-19 Testing - Employees are required to be fully vaccinated within 30 days of their hire date. Full vaccination is defined as at least two weeks after your second shot of a two-shot vaccination course, or at least two weeks after a one-shot vaccination course. Unvaccinated staff must submit to weekly testing.
