INFORMATION SYSTEMS TRAINING SPECIALIST

(a) DUTIES:

  • Oversight and management of Contractor staff in a District Office. Serves as the on-site Contractor representative for personnel matters such as payroll and time and attendance record keeping. Consults with DCMWC district office supervisory staff on an ongoing basis to ensure the most effective time utilization possible by the other contract staff on-site. Acts as designated back-up for all critical data functions for other District Office Contractor staff.
  • Represents the Contractor and DCMWC in an exemplary manner while communicating with providers, claimants and the general public on DCMWC ASP information medical bill issues and bill submission problems. For issues that come to the attention of the Information Systems Training Specialist (ISTS), coordinates ASP information exchange with the DOL Medical Bill coordinators in the National Office, or DOL staff in the District Office, as appropriate. Responsibilities include some research and investigation, but the role and duties are largely as facilitator and coordinator.
  • Under the guidance and direction of the District Director, may serve as an intermediary between the District Office staff and the provider community in ASP information related provider activities, and in questions relating to diagnostic testing and billing submissions. The ISTS may be required to maintain an on-line directory of ASP information for active diagnostic and treatment providers within the District Office's service area.
  • Serves as a liaison with Government's Service Managers with reporting of problems, such as PC problems, printing problems, electronic mail problems, network problems and ASP problems. Under the guidance and direction of the Government Service Managers, provides the on-site assistance needed to resolve these routine PC and network hardware, software, and configuration problems. May be required to complete and submit various performance reports related to systems performance or problems.
  • Assists with installation of new software packages which may be either COTS or DOL/Contractor-developed.
  • Assists with training DOL staff on PC and networked applications, ASP graphical user interface, etc.
  • Trains DCMWC staff in the use of ASP applications, screens, functionality, etc.
  • Confirms District Office receipt of Contractor supplies, management information system (MIS), and other reports. Assures adequate quantities of supplies for on-site ASP hardware, as required under the contract.
  • Under the guidance and direction of the District Director, in the role of supervisor of document processing technicians, may be responsible for directing routine and special projects relating to movement and tracking of claim folders between and among DCMWC components, and other Government agencies, like SSA and FRC.
  • The District Director may assign various other related duties to the Information Systems Training Specialist, as necessary, to ensure efficient utilization of his/her time.
(b) KNOWLEDGE AND EXPERIENCE REQUIRED:
  • Demonstrated mastery of computers and the ASP application.
  • Have specialized knowledge of composition and presentation techniques
  • Be able to effectively communicate technical information through descriptive texts to the intended audience
  • Ability to respond intelligently and articulately to various requests from client liaisons, such as for explanations, actions, etc.
  • Ability to supervise the labor categories assigned to that task or other supervisory equivalent experience.
  • Must be a self-starter with a clear understanding of the service role of the position and the need for accuracy, efficiency and effective interaction and cooperation with the District Director and all staff, Contractor and DCMWC alike, and DCMWC customers.
