This is a fully in-officeposition.

The GIS Cartography Assistant performs a range of focused administrative tasks, by processing post mapping production, entering parcel information in the County's Computer Assisted Mass Appraisal (CAMA) system, preparing Revision Sheets and reviewing assessment changes, as well as keeping track of recorded documents that affect the mapping and assessment processes. Additionally, this role completes other assigned tasks to support the Mapping department and the Board of Assessment, including but not limited to preparing maps, editing parcel data, maintaining Indices and production files, all while contributing to the overall efficiency of the department.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Execute Splits and Combines in the Board of Assessment Appeals CAMA system;
  • Prepare and review Revisionsheets;
  • Finalize and distribute completed Assessors' Packets via email hyperlink to the assigned territory assessor and relevant department heads, ensuring delivery at least two weeks before the final data entry deadline of the month/Run;
  • Submit revisions on time to Assessors and Assessors supervisors for parcel valuations and changes;
  • Verify changes made by assessors in the Revision Sheets, ensuring that all new adjustments accurately equal the original valuations;
  • Insure the accuracy of all parcel relevant data (parcel numbers, assessment, ownership, address, effective date, land use code, lot number, block number, unit number, front footage of parcel, and lot size for each new and revised parcel number on the revision form.);
  • Systematically manage and maintain the order of all mapping production records, including declarations, amendments, deeds, corrections, and other documents affecting mapping accuracy and parcel valuation;
  • Issue timely reminders to Mappers regarding the status of partial productions to ensure adherence to project timelines and deadlines;
  • Hold regular meetings with the GIS Coordinator to review the status of pending productions and other ongoing projects, ensuring alignment with departmental goals and timelines;
  • Address and resolve queries from assessors concerning subdivisions, assessment modifications, property records, addresses, and other parcel-related information, providing clear and accurate responses;
  • Assist in the map preparation and editing mapping production and parcel data, as assigned, using ESRI ArcGIS Pro;
  • Prepare Assessors Packets as directed by the GIS Coordinator;
  • Report discrepancies to the GIS Coordinator;
  • Assist in the mapping and production process;
  • Review and update Production Log daily and post Runs;
  • Examine prepared assessors packet and newly assigned parcel numbers;
  • Conduct research on parcel information or discrepancies by tracing errors to their sources;
  • Review and login deeds from the Registry Department that pertain to active projects;
  • Contact municipalities to obtain assigned addresses for new subdivision and confirm the accuracy of parcel locations;
  • Organize, categorize, and rotate files in production cabinet by year of production;
  • Correct data entry errors pertaining to parcel information in CAMA and or GIS Systems, as assigned by GIS Coordinator;
  • Communicate with the Registry Department regarding transfers, mailing and location addresses, and other registered documents to ensure the accuracy of mapping and assessment processes;
  • Research parcel legal descriptions and chain of title, as assigned by the GIS Coordinator;
  • Return calls and reply to emails in a professional and timely manner;
  • Assist the public in the Map Room as needed.
  • The GIS Cartography Assistant may assume other assigned duties as needed to support the Mapping Department and the Board of Assessment.

QUALIFICATION REQUIREMENTS

To candidate must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required.

EDUCATIONANDEXPERIENCE:

  • Associate degree program or higher preferred;
  • GIS/Cartography certificate or program preferred;
  • General knowledge of GIS and mapping preferred;
  • High school diploma with 3 years of parcel data management of real estate or a combination of education, training and experience in real estate, title, land surveying and GIS fields.
  • Experience reading recorded documents and legal descriptions preferred;
  • Background in recording preferred;
  • Experience using ESRI ArcGIS Pro;
  • Knowledge of Microsoft Office, Word, Excel, and SharePoint;
  • Strong skills in computing, navigating, creating, managing, converting, organizing, retrieving documents, and saving digital files in Microsoft File Explorer, drives, and other storage media formats;
  • Keen attention to detail;
  • Aptitude to learn and receive training;
  • Strong confidence to work independently and the insight to consult with peers and superior;
  • Efficiency in performing general office duties such as entering data, typing, filing, creating and organizing physical and digital files,and communicating professionally with the public in-person, over the phone, and via email;
  • Strong organizational skills,and the ability to prioritize tasks, meet set deadlines, and work well under pressure;
  • Effective interpersonal team-work skills;
  • Ability to communicate efficiently and professionally with the public, peers, and county personnel at all organizational levels;
  • Comprehension of the importance of office policies, procedures, and practices;
  • Knowledge of the functions and use of general office equipment;
  • Capability to communicate proficiently both verbally and in writing, as well as read and understand written and verbal instructions.
