Reviews, amends, or rejects the work not meeting established standards. Accomplishes the most complex work referred by others. Responds to complex questions from customers or lower-level technicians regarding accounting data, discrepancies, and procedures. Researches the most complex problems covering all aspects of processing or technical accounting data. Ensures that work is accomplished in accordance with applicable directions for normal, day-to-day operations. Provides interpretation to lower graded inexperienced personnel on and ensures compliance with applicable regulations, directives and manuals including changes, updates, and automated data processing systems. Research current accounts, historical data, source documents to develop and explain detailed information not otherwise readily available. Reconciles subsidiary ledgers to control/summary accounts. Prepares account status reports performing monthly reconciliation of the general and subsidiary accounts to assure balancing with computerized reports and/or manual records. Reviews and processes unusual or difficult accounting transactions ensuring the propriety and validity of supporting documentation and determining the appropriate account and methodology for processing. Conditions of Employment: Must be a U.S Citizen or National Background or Security Investigation – Position Sensitivity and Security Levels may vary and is dependent upon position being filled. Registered for Selective Service (males born after 12-31-1959) This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Qualifications: This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense . Qualified application packages may be referred to management at various points in the selection process depending on the number and timing of applications received. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. To be hired at the GS-7 entry grade level, applicants must minimally have: One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-06 within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-07 Specialized Experience is defined as: maintaining accounting or financial ledgers; posting financial transactions; preparing accounting reports; reconciling accounts and working with a variety of accounting and financial automated systems. SUBSTITUTION OF EDUCATION FOR GS-7 SPECIALIZED EXPERIENCE: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. You may qualify for consideration if meeting time-in-grade, specialized experience, education requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement.
