Compliance Manager

Reporting to the Senior Director, Asset Management, the Compliance Manager will oversee compliance and permitting aspects of solar, wind, and battery storage facilities under construction and during ongoing operations. This role will be responsible for maintaining a compliance management program and associated initiatives to ensure internal and contractor compliance with SWPPP, SPCC, permit, and other regulatory obligations.
Key Responsibilities:
- Collaborate with construction and operations teams to define compliance goals and outline processes to achieve them
- Develop compliance plans and ensure routine activities, inspections, and repairs are executed effectively by internal teams and contractors
- Manage a diverse team of technical contractors and consultants that are focused on compliance initiatives
- Responsible for the documentation of compliance processes that support construction, operations, and maintenance activities
- Provide input to consultants and ensure a comprehensive permitting matrix is developed for construction and operational phases
- Guide the development of permitting strategies for construction team
- Manage and coordinate with outside consultants to achieve permitting and compliance approvals
- Assist with preparing project milestone schedules, budgets, and staffing plans
- Work with Procurement RFP process and contractor/consultant selection adhering to internal controls
- Prepare and submit applications and notices to regulatory agencies
- Work with wildlife, land use, and other regulatory agencies to achieve permit conditions consistent with construction goals, cost, and environmental protection
- Conduct environmental and permitting due diligence on potential acquisitions
- Oversee external consultant work during construction and ongoing operations
- Ensure internal compliance during construction and ongoing operations
- Train site management teams on compliance requirements, activities, and reporting
- Manage regulator facing communications during construction and ongoing operations
- Coordinate scheduling of resource monitors
- Coordinate with agencies regarding wildlife, cultural, or tribal discoveries during construction and ongoing operations
- Review construction monitoring reports and ensure agency requirements are being met
- Meet with agencies for field visits and inspections
- Ensure compliance requirements are integrated into construction and operations management software
- Travel expectation: Approximately 30-40%
- Bachelor's degree engineering or environmental sciencecombined with a minimum of five (5) years of successful experience in permitting and compliance in the construction industry
- Demonstrated abilities in the permitting and compliance of renewable energy facilities to assess/resolve complex issues, as well as working with various agencies/outside entities
- Project management experience
- Ability to read, analyze and interpret engineering specifications, blueprints, drawings and related technical procedures, and effectively communicate findings orally and in writing
- Strong verbal and written communication and interpersonal skills
- Proficiency with Microsoft Office Suite including Outlook, Word and Excel
- Experience with Procore is preferred
- Training experience is a plus
