The Department of Community and Human Services (DCHS) Finance Section is looking for two enthusiastic, skilled, and knowledgeable team players to join the Behavioral Health and Recovery Division (BHRD) Fiscal Team. The BHRD Fiscal Team supports all financial functions of BHRD and is comprised of six sections: Accounting & Revenue; Accounts Payable; Budget, Monitoring, & Reporting (BMR); King County Integrated Care Network (KCICN); Crisis Care Center, and MIDD. The KCICN team is looking for an analyst (Business and Finance Officer III) to support its Medicaid activities. The position reports to the KCICN & Rates Manager (Special Projects Manager 1). It plays a key role in the preparation and management of the KCICN Medicaid budget, tracking and analyzing expenditures, maintaining the integrity of the operating budget, overseeing accounting functions such as reviews expenditures with management and project managers which helps drive the strategic decision-making process for their programs. This position will track, analyze, and report Medicaid leakage (Managed Care Organization (MCO) costs that should have been paid from KCICN funds) and reverse leakage (KCICN costs that should have been paid by a MCO). This position will actively lead leakage efforts to reduce charges and increase reimbursement. The BMR team is looking for an analyst (Business and Finance Officer III) to support its Business Liaison team. Business Liaison positions report to the BMR Manager (BFO IV). Their primary purpose is to act as intermediaries between the fiscal team and other business units, ensuring smooth communication and resolution of financial issues. Key tasks include managing and rectifying invoice discrepancies to ensure accurate billing and payment processes, overseeing the Project, Organization, Expenditure, Type, and Activity (POETA) coding to ensure correct allocation of costs and resources, and conducting financial research to support business decisions and financial planning. Typical hours are Monday - Friday 8am-5pm. They are represented by PROTEC17. MISSION CRITICAL POSITION STATUS: The positions are designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with the positions will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. RECRUITER: Susan.Churchill@kingcounty.gov Lead, prepare, revise, and review budgets, evaluate proposed expenditures and revenues, and perform detailed financial analysis and make recommendations. Assist in the development and implementation of financial and other technical criteria for revenue and expenditure contracts. Oversee accounting and financial reporting in an area of responsibility including review of transactions. Review expenditures for compliance with grant, contracts, memorandum of agreement, and internal policy and make adjusting entries as needed. Very effective communicator in written, verbal and presentation forms. Oversee monthly financial reporting to program staff and other stakeholders. Coordinate, interpret and implement federal, state, county and local laws, policies and procedures. Monitor contracted agencies’ financial performance including financial records, audit reports, and statements, and communicate monitoring reports to internal and external audiences. Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement. Assist with department-wide financial management as needed. Perform other related duties as assigned. Enthusiastic with proven positive track record in dealing with and communicating with multiple stakeholders. Advanced knowledge of budgeting, finance, managerial and financial accounting. Six years of progressive finance experience or equivalent education and/or experience. Advanced knowledge of analytical and management systems. Advanced knowledge of financial information systems. Knowledge and experience with Generally Accepted Accounting Principles (GAAP). Knowledge of contract administration. Excellent communication skills, both verbal and written. Experience processing and reconciling complex financial transactions. Intermediate/advanced Microsoft Excel skills. DESIRED QUALIFICATIONS: Knowledge of King County programs, funding sources, policies and requirements Experience with Washington state specific Medicaid funds, Medicaid programs. Knowledge of human service programs funding sources, policies and requirements, particularly experience with mental health/behavioral health industry.
