Experience using knowledge of work processes, operations, and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position. Specialized experience for this position includes demonstrated accomplishment of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; management and organizational principles to apply to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management techniques to evaluate projects, and studies and the ability to identify problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. Education
