The Emma L. Bowen Community Service Center is seeking a Human Resources Manager to join our team. This position is a terrific opportunity for someone to gain additional experience and make a difference in the lives of our clients.

For over 45 forty-five years, our organization has provided mental health and holistic services in northern Manhattan for families, children, adolescents, and other adults including the elderly in a supportive and caring environment. We also have an out-patient and residential substance abuse program as well as a Therapeutic Preschool for 3-5 year olds.

Upper Manhattan Mental Health Center is a Certified National Health Service Corps (NHSC) site.

JOB DESCRIPTION

Job Title: Human Resources Manager

Department: Administration

Essential Duties and Responsibilities:

Partners with Program leadership on all aspects of the recruitment process, including review and evaluation of the job description and its approval by Administration, providing guidance for recruitment strategies and using best practices relating to resume review, candidate interviews, reference checking, finalist selection.

Interacts with all levels of Bowen management and staff regarding a variety of HR issues by responding to employee inquiries and interpreting policies appropriately. Working with the Deputy Executive Director, communicates relevant policy updates to employees and managers, creating useful tools as needed.

Provides guidance on matters related to the manager-employee relationship in consultation with the Deputy Executive Director, including performance management, employee/labor relations and professional development, reward and recognition.

Participates in investigatory, disciplinary and grievance activities, including those involving union employees.

  • Compensation and Benefits Administration:

  • Manage the company's compensation and benefits programs, ensuring they remain competitive and compliant with industry standards.

  • Conduct regular compensation reviews and make recommendations to ensure equitable and fair pay practices.

  • HR Metrics and Reporting:

  • Develop and monitor HR metrics to assess the effectiveness of HR programs and identify areas for improvement.

  • Prepare regular reports and presentations for senior management on HR-related matters.

  • Legal Compliance:

  • Stay abreast of federal, state, and local employment laws and regulations.

  • Ensure the company's HR policies and practices remain compliant with relevant laws and best practices.

  • Talent Acquisition and Management:

  • Oversee the recruitment and selection process to attract and retain qualified professionals.

  • Create and execute effective onboarding programs to ensure new employees integrate smoothly into the company.

  • Develop succession plans and talent development strategies to nurture high-potential employees.

  • Training and Development:

  • Identify training needs and develop professional development programs to enhance employees' skills and competencies.

  • Collaborate with Programs to implement training initiatives that align with the organization's goals.


Creating strategies to create an environment for diverse hiring at the organization and diversity training programs for workers.

Aligning DEI initiatives with business strategies focusing on the overall workforce, marketplace, and community.

Developing and implementing programs and initiatives to promote diversity and inclusion, as well as train employees on cultural competence

Performs other related duties as assigned.

Education and/or Work Experience Requirements:

Bachelor's degree or equivalent required.

Minimum of 5 to 10 years of relevant experience required.

Employee relations experience is required. Experience working in a union environment a plus.

Excellent oral and written communication and interpersonal skills are necessary.

Must be organized and detail and task oriented with the ability to establish priorities and follow up on multiple issues in a time sensitive manner.

Skilled at working under pressure and without supervision and sound independent judgment required.

Ability to exercise a high degree of professionalism, diplomacy, discretion, firmness, and collaboration in dealing with individuals at all levels.

Strong analytical and problem-solving skills necessary.

Excellent computer skills including thorough knowledge of Microsoft Office, including knowledge of databases and advanced spreadsheet skills required.

Must be able to quickly acquire knowledge of Bowen policies, procedures, and systems.
