Summary:

The Senior Manager of Employment Services is responsible for operational oversight of the Supported Employment, Prevocational Services, and Community Habilitation programs. The Senior Manager of Employment Services ensures that individuals receive the highest quality services through overall management. The Senior Manager of Employment Services is directly responsible for the development and implementation of systems that assist with the delivery of quality services.

Essential Job Functions:

+ Oversee employment programs including but not limited to Supported Employment (SEMP), Community Based Prevocational services, and Community Habilitation.

+ Manage and provide support to the job developer, community habilitation manager, and direct support professionals for community prevocational program. Responsible for hiring, onboarding, training, and performance management of assigned staff.

+ Create, revise, and effectively monitor participant plans including staff action plans, life plans, and transition benchmarks for individuals to obtain and maintain competitive and supported employment.

+ Monitor established goals against set timeframes through direct reporting, internal controls, and quality standards.

+ Maximize funding streams to ensure financial viability of assigned programs. Responsible for timely submission of billing documentation.

+ Provide sufficient direction and maintains regulatory compliance in all areas of employment services including DOL, OPWDD, and NYSED/ACCESS-VR

+ Maintain contact with potential service recipients through currently enrolled in other programs to be able to increase census in designated programs.

+ Ensure all direct reports are fully trained and understand how to perform job duties assigned to them. Completes monthly and annual trainings in areas such as corporate compliance, incident management, and personnel expectations.

+ Provide sufficient direction to ensure that the programs are staffed at established minimum staffing and program staffing levels.

+ Adhere to established budget and acts to control costs on a monthly basis.

+ Ensure that Supervisors effectively implement prescribed internal controls related to operational finance, personal allowance and vehicle/equipment usage.

+ Complete visits to all applicable programs under their supervision to ensure that the program environments and surroundings remain safe, attractive, comfortable, and well-maintained. Collaborates with Facilities Management for preventative maintenance.

+ Assist in the development of environmental and capital improvement plans as necessary

+ Prepare and submit reports in a timely manner to the Director of Unistel Operations as needed

+ Support other Unistel business departments as requested by supervisor

+ Perform all other necessary duties relevant to the position

Knowledge, Skills, and Abilities

+ Ability to work independently and motivate others.

+ Ability to communicate effectively, both orally and in writing.

+ Proficient in time-management skills

+ Must be proficient in use of basic Microsoft applications (Excel, Word, Email, and Teams)

+ Maintain all required certifications/training by State regulations and CDS Monarch policy.

Education and Experience:

+ Associates required with 1-3 years of experience in human service delivery with the following qualifications:

+ Must meet requirements for QIDP

+ Must be at least 18 years of age.

+ Reliable transportation

+ Valid NYS Drivers License.

All experience and education requirements, except when required by federal, state, or local laws or requirements, may be waived at the discretion of management with the approval of the Chief Executive Officer, in collaboration with Human Resources.

Physical Requirements/Working Conditions:

+ Ability to lift at least 50 lbs. dead weight.

+ Ability to sit continuously

+ Ability to reach above shoulder level

+ Ability to turn/twist upper body

+ Ability to use hand for repetitive action and fine manipulating for the purpose of keyboarding

+ Maintain all required certifications/training by State regulations and CDS policy

+ Act as a professional representative of CDS Life Transitions, Inc. regarding appearance, behavior, temperament, communication, language, and dress.
