The City of Irvine seeks an energetic and skilled Mobility Programs Analyst. The Mobility Programs Analyst will develop, coordinate and lead programs, initiatives, and outreach related to bicycle, pedestrian, and personal mobility in the City of Irvine.

Hours: 4/10 schedule. 7:30 AM to 5:30 PM Monday through Thursday or Tuesday through Friday. Weekday hours may flex for evening or weekend meeting/event hours.

Your Impact

The Mobility Programs Analyst performs professional and outreach duties related to bicycle, pedestrian, and personal mobility in the City of Irvine.

Duties include mobility planning, analysis of mobility alternatives, outreach with stakeholders and the community, and assistance with grant writing.

  • Conducts outreach with stakeholders and the community regarding mobility issues and initiatives for bicyclists, pedestrians, and personal mobility device users.
  • Coordinates mobility training for City Staff, Commissioners, Councilmembers, and stakeholders.
  • Meets quarterly with Mobility Stakeholder Group, preparing agendas, communicating with members, recording and filing minutes.
  • Plans, coordinates, and conducts bike activities for the City of Irvine.
  • Researches and prepares written and oral reports, memos, letters, and other written correspondence related to mobility programs, plans, and initiatives.
  • Reviews development plans, documents, and reports regarding their effect on bicyclists, pedestrians, and personal mobility devices.
  • Prepares mobility-related items for City Committees, Commissions, and Council.
  • Administers the bike locker rental program at the Irvine Train Station and other City facilities.
  • Administers new mobility programs that may be established.
  • Oversees the selection and use of contract services to accomplish functions related to existing and new mobility programs.
  • Oversees the budget and accounting related to mobility programs.
  • Coordinates with OCTA, Metrolink, Amtrak and Caltrans on Mobility issues.
  • Responds to mobility inquiries from the general public, staff members and others.
  • Assists in grant applications for mobility projects.
  • Assists in administration of mobility projects.
  • Maintains records and files.
  • Participates in ongoing training.
  • Must be able to drive an automobile and ride a bicycle for extended periods of time, including the ability to ride a bike on-street and off-street bikeways.
  • This position will be filled as an Assistant Transportation Analyst with the working title of Mobility Programs Analyst.

  • Some community engagement experience is preferred.
  • Proficiency in Microsoft Word, Outlook, PowerPoint, and Excel.
  • Readiness to work different hours as required, including evenings and weekends.
  • Analytical, interested in mobility program research and initiatives, possesses superior communication skills to address the changing mobility needs in the City's growing, diverse and dynamic population.
  • Ability to manage challenging situations, effectively troubleshoot issues, and identify solutions.
  • Possess strong organizational skills and attention to detail.
  • Ability to ride a bike and experience using on-street and off-street bikeways.
  • CPR/First Aid highly desirable.
  • League Cycling Instructor (LCI) certification highly desirable.

Minimum Qualifications
  • Bachelor's degree in planning, engineering, transportation, public administration, communication, or a related field.
  • Some transportation planning experience is preferred, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Possess, or ability to obtain, a valid California driver's license.

Your Team
The Public Works & Sustainability Department develops, builds and maintains the City's infrastructure to the standards and expectations set forth by the City Council. The Transportation Division within the Department oversees all facets of transportation management, including traffic engineering, traffic management and transit planning, and serves as the staff liaison to the Transportation Commission.

The Process
The selection process will include an examination and conduct a background investigation prior to appointment. This recruitment may establish an eligibility list to fill future positions in similar and/or lower classifications within the organization.
