The Federal Aviation Administration (FAA) Airport improvement Program (AIP) grants are the primary grant program. The management of AIP grants includes the preparation of grant pre-applications and applications, recording executed grants, annual and quarterly reporting on grants to the FAA, maintaining current AIP grant assurances and certifications, and working with the Capital Budgeting team and Senior Leadership in the identification of AIP grant funding opportunities and the preparation of the IAA's Airport Capital Improvement Program for submittal to the FAA. This position will report to the Director, Capital Programs but will work closely with the Deputy Senior Director, Planning and Development, Airside Project Managers and Directors of Airside Development and Environment and Sustainability. ESSENTIAL FUNCTIONS Preparation of FAA AIP Grant Pre-Applications and Applications Prepare and submit Annual and Quarterly Reporting on FAA AIP Grants Maintaining FAA AIP Grant Certifications and ensuring compliance with Grant Assurances Work with the Director of Airside Development and Airside Project Managers to prepare FAA AIP Grant Applications Work with the Director of Environment and Sustainability to prepare FAA AIP Grant Applications Prepare and execute FAA grant draw downs on a timely basis and coordinate with Airside PMs to ensure compliance with requirements Communicate with Finance when grant draw downs are submitted Provide updates on Grant status and Grant Reporting to Capital Program Manager Responsible for Oracle payment source lines tagging of grant draw down details Assist in year-end preparation of Grant Accrual and Single Audit Provide meaningful grant reporting or presentations as requested or need arises Conduct Performance Report review meetings quarterly for all AIP grants with Airside and Landside Project Managers, Directors of Airside Development and Environment and Sustainability Retain Executed Grant Applications and Agreements and maintain individual grant folders for all draw down documents and relevant communications Works with Deputy Senior Director, Planning and Development and his designees on the development of the five (5) year Airport Capital Improvement Plan (ACIP) Build positive relationships with external agencies, customers, consultants and contractors Provide input on eligibility of projects or project elements for FAA AIP Grant funding Ensure compliance by the IAA with FAA and State requirements for FAA AIP and State Funding Institute industry best practices Provides input to achieve departmental strategic objectives in line with IAA strategic goals Perform any other function as assignedMINIMUM REQUIREMENTS Familiarity with grants, grant writing, grant applications, and grant reporting Preference for a minimum of ten (10) years of experience in FAA AIP Grant Administration Two-year degree in finance, business, business administration, or related course work is required, with a preference for a bachelor's degree A minimum of 10 years of work experience working with grants may be substituted for the education requirements Strong written and oral communication skills Ability to work across multiple service areas Ability to consistently deliver accurate information, data and analysis Ability to function in a high pace, diverse project type and project delivery environment Working relationships with the Indiana State Department of Aviation and the FAA's CHI-ADO is preferred PHYSICAL DEMANDS AND WORK ENVIRONMENTThe physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this position.
