GS-11 LEVEL:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: -Preparing evaluations for a segment or phase of a broader project or study. -Using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; -Preparing draft reports and other substantive guidelines and materials; -Recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; -Performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations; -Making recommendations and conduct studies of employee/organizational efficiency and productivity; Experience researching, analyzing and adjusting basic tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies); Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations.

OR

EDUCATION:

Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university.

OR

Three full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study.

OR

LL.M., if related.

OR

COMBINATION OF EXPERIENCE AND EDUCATION:

You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

Specialized experience includes: Experience with evaluative and analytical methods to identify and measure accomplishments and progress, revise methods and develop new approaches to information gathering; Experience with project management techniques to plan, schedule, and conduct complex projects; Experience with identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations; Experience with budgeting methods and techniques to prepare analyses and estimates; Experience with oral communication techniques to present findings and negotiate solutions; Experience researching, analyzing and adjusting complex tax accounts using Command Codes in IDRS, and online tools; CIS (Correspondence Imaging System), AMS (Accounts Management Services) or IAT (Integrated Automation Technologies); Experience using Microsoft Office or equivalent software programs (Word, excel, PowerPoint, outlook) to prepare briefings and reports, manipulate spreadsheets and prepare presentations.

MEET TIME IN GRADE (TIG) REQUIREMENT:

You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is

no more than two grades above

the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT:
