Classification Description Summary

Under direction, assists the Human Resources Director with the direction, management, supervision, and coordination of the activities and operations of the Human Resources Department including employee services, employee relations, labor relations, and related operations and services; coordinates assigned activities with other departments and outside agencies; assumes responsibilities of the Director of Human Resources in the absence of the Director; and provides highly responsible and complex administrative support to the Director of Human Resources.
Essential Functions

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume management responsibility for assigned services and activities of the Human Resources Department including employee services, employee relations, labor relations, and related operations and services.
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Plan, direct, coordinate, and review the work plan for Human Resources staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Select, train, motivate, and evaluate Human Resources personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Participate in the development and administration of the departments annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
Participate in all phases of employee relations; serve as a member of the Citys management labor negotiating team; assist with the development of contract language and the implementation of contract changes; interpret and administer employee contracts throughout the duration of the agreements.
Appear before and advise the City Council and City Manager on matters related to Human Resources.
Analyze, recommend, and draft legislation for City Council and state legislative action.
Supervise the collection and analysis of information gathered through surveys and studies on matters involving the Human Resources Department.
Manage and participate in complex employer-employee employment and labor relations issues with City Attorney staff and Department managers.
Assist in documenting procedures on Human Resources matters for reference use by departments.
May represent the City in dealings with various organizations.
Assist in planning, developing, and implementing new or special Human Resources programs.
Serve as the liaison for the Human Resources Department with other departments and outside agencies; negotiate and resolve sensitive and controversial issues.
Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
Provide responsible staff assistance to the Director of Human Resources; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to Human Resources programs, policies, and procedures as appropriate.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of Human Resources; incorporate new developments as appropriate.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Perform related duties as required.
Minimum Qualifications

Knowledge of

:
Operational characteristics, services, and activities of a municipal Human Resources department.
Principles and practices utilized in public sector personnel administration.
Principles and practices of program development and administration.
Principles and practices of municipal budget preparation and administration.
Principles and practices of supervision, training, and performance evaluation.
Pertinent federal, state, and local laws, codes, and regulations including laws, court decisions, and practices related to a range of human resources program activities.
Methods and techniques utilized in dealing with employee grievances and unlawful allegations.
Disciplinary procedures and processes.

Ability to:
Oversee and participate in the management of a comprehensive municipal human resources department.
Oversee, direct, and coordinate the work of lower level staff.
Select, supervise, train, and evaluate staff.
Participate in the development and administration of departmental goals, objectives, and procedures.
Prepare clear and concise administrative and financial reports.
Manage and participate in classification and compensation functions and apply classification and compensation principles to the organization and staffing of the agency.
Gain the confidence and cooperation of department heads and employees.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Research, analyze, and evaluate new service delivery methods and techniques.
Interpret and apply federal, state, and local policies, laws, and regulations.
Work in a team based environment to achieve common goals.
Coordinate multiple projects and complex tasks simultaneously.
Meet the physical requirements to safely and effectively perform the assigned duties.
Communicate clearly and concisely, both orally and in writing.

A Bachelors degree from an accredited college or university with major course work in public administration, business administration, human resources, or a related field.

Experience

:
Seven years of progressively responsible human resources experience including two years of public sector management and administrative responsibility.
