This is a fully remote position Job Purpose: Assess, improve, and enhance the Records Management (RM) program at FMCS to ensure compliance with the regulations, laws, guidance, and principles set forth by the National Archives and Records Administration (NARA). Ensure the agency's RM practices are efficient, effective, and in full compliance with federal requirements. Duties: Conduct a comprehensive assessment of the current RM program Identify gaps and areas for improvement in compliance with NARA regulations and guidance Develop and implement strategies to enhance the RM program Ensure the agencys RM program is sustainable and continuously improving Review existing RM policies, procedures, and practices Conduct interviews and surveys with key personnel involved in RM Evaluate the current RM system, tools, and technology, as necessary Assess compliance with NARA regulations, laws, and guidance Identify gaps and areas for improvement Develop a comprehensive plan to address identified gaps and improve RM practices Include recommendations for policy updates, process improvements, and technology enhancements Ensure recommendations align with NARA regulations and best practices Implement approved recommendations from the RM Improvement Plan Develop and/or update RM policies and procedures Conduct training sessions for agency staff on updated RM practices Develop a monitoring and evaluation framework for the RM program Conduct regular reviews to ensure ongoing compliance with NARA regulations Provide continuous support and guidance for RM staff Implement a feedback mechanism to capture and address ongoing RM challenges Skills/Qualifications: Minimum of five (5) years of experience working with applicable RM laws and guidance (e.g., Federal Records Act, NARA Bulletins and Guidance, Executive Orders, and CFR Title 36, Chapter XII, Subchapter B) Familiarity with NARAs ERM Universal Requirements Version 3 (June 2023) Minimum of five (5) years of experience working directly with small to medium governmental agencies Must be a U.S. citizen
