Manage and perform a variety of engineering tasks involving design work, research and preparation of drawings or designs, and construction administration of municipal water and wastewater facilities. In this role, you will be responsible for creating a system to monitor real-time water/wastewater collection systems. Provides technical input during various stages of a project, including preliminary design, final design and contract documentation including cost estimates and specifications. This includes experience in utilizing various computer software packages and automated engineering and design tools. Focus on leading and providing technical engineering guidance and data to project teams responsible for the planning, design, and/or construction projects. Projects may include water/wastewater treatment facility green field projects, process upgrades or rehabilitation projects, water distribution and storage systems, transmission pipelines, wastewater collection systems, pump stations, lift stations, and other utility related projects.

Primary Duties

Leads project staff of engineers, technicians, planners, administrative personnel, as required and assigned for the project(s) to achieve successful results for the client Create real-time monitoring water/wastewater collection system for the City of Houston Leads and supports upper-level management and staff as a technical specialist or advisor Plans, schedules, or coordinates the preparation of documents or activities for multiple projects Prepares proposals to provide professional services and develops technical approach for proposals Assists in Business Development; gain capability to develop business and future projects by identifying clients and client needs, marketing to clients for delivery of solutions; serves as client relations manager as assigned and identifies clients for proposed assignment Evaluates, selects, and applies complex techniques and procedures using data analytics and civil engineering knowledge to enhance workflows, create engineering tools, or create systems approaches to complex problems Individually and collaboratively uses judgement to determine adaptations in methods for non-routine aspects of assignments Identify workflows that are automatable and create scripts to automate pieces or entirety of workflow Uses data analytics, and systems approach to provide insights to civil engineering problems using programming, and scripting Conceptualizes frameworks for ingestion, processing, and visualization of data Prepares technical memos and manuals for any scripts or frameworks developed

Education And Experience Requirements

Bachelor’s Degree in Civil Engineering, related coursework/certifications with a coding approach preferred PE Licensure required and/or Specialty Certification such as PMP 8+ years’ progressive experience in Civil Engineering required 8+ years’ experience with Computer Programming and/or systems engineering required Thorough knowledge of contemporary issues, principles and practices in the civil engineering field, systems engineering, mathematics, and computer science fields Knowledge and expertise acquired through progressive experience to resolve crucial issues and/or unique conditions Ability to mentor and develop project engineers, assistant project managers, and all project team members Ability to maintain currency regarding new methods and developments for projects, and recommends new practices or changes in emphasis of programs Ability to effectively lead meetings and make presentations Ability to manage public and private sector projects with varied scope but related to Department responsibility Ability to represent the organization in relationships with clients and representatives of authorities/stakeholders relevant to projects Builds and maintains knowledge outside of typical civil engineering for application on projects, such as computer science, mathematics, and systems engineering Ability to communicate using big data visualizations Ability to generalize system approaches to problems for use in multiple geographic areas Strong working knowledge of latest software in the water resources field, including (but not limited to) Python, Java Coding, ICM, InfoAsset Manager, ICM Exchange, XPSWMM, EPANET, and EPASWMM Strong oral and written communication skills to interact with employees, clients, customers, officials, contractors, and others
