This position serves as an analyst within the central management services program, tackling complex and challenging cross-departmental issues; or functions as a departmental management analyst in a large department with significant management evaluation and development responsibilities, acting as the chief departmental analyst to advise the director and other senior administrators.


Responsibilities:

Plans, directs, and coordinates a management analysis project related to a major reorganization or equivalent survey or study within the State government; assists in the development of program activities; prepares justifications for projects; implements studies; evaluates final outputs to ensure alignment with established objectives, policies, and procedures; and performs other related duties as assigned.

Qualifications:
Legal Authorization to Work:

All individuals seeking employment with the State of Hawaii must be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Basic Education:
A bachelor's degree from an accredited four (4) year college or university.

General Experience:

Six (6) months of professional experience involving the analysis and evaluation of managerial policies, systems, methods, and practices in the development and/or enhancement of the same.


Specialized Experience:

Three (3) years of professional management analysis experience, including conducting organizational analyses, work measurement/methods studies, management information systems design and evaluation, and management surveys to identify issues and develop recommendations for improving the economy, efficiency, and effectiveness of operations through the application of sound management principles and practices.

At least one (1) year of the required specialized experience must have been at a level comparable to the Management Analyst IV level in the Hawaii State government, demonstrating practical and theoretical knowledge of various managerial functions, practices, and techniques in addressing complex management challenges.


Supervisory Experience:
One (1) year of supervisory experience, which included:
- Planning, organizing, scheduling, and directing the work of others;
- Assigning and reviewing their work;
- Advising on challenging issues;
- Training and developing subordinates;
- Evaluating their work performance.
