Position Summary: Aldevra LLC is currently seeking a qualified Senior Program Analyst to support the Office of Facilities and Asset Management OFAM at Department of Transportation Headquarters, Washington, D.C. and at Federal Railroad Administration (FRA) Transportation Technology Center (TTC) located near Pueblo, CO. This position is contingent upon contract award.

DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:
  • Provide programmatic support analyzing data such as programmatic requirements, financial/budget information
  • Makes recommendations for program execution.
  • Perform complex analytical and administrative tasks in support of a program(s) and develops appropriate supporting program documentation.
  • Use quantitative analytical techniques to assess program lifecycle issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution.
  • Assist government procurement agencies in defining Quotations and qualifying vendors
  • Develop and present briefing materials for senior level government and industry personnel
  • Provide guidance and work leadership to less- experienced analysts and may have supervisory responsibilities.
  • Participate in special projects as required.
  • Support development and execution of OFAM program management
  • Review programmatic processes for efficiency through Lean Six Sigma
  • Conduct research, analyzing data, identifying trends, and preparing reports.
  • Determine program requirements and provide recommendations.
  • Analyze programs, policies, procedures, and systems.
  • Coordinate data calls for OFAM programs and provide proposed responses, when appropriate
  • Create Standard Operating Procedures/Document processes for OFAM programs.
  • Coordinate with the program managers to implement processes.
  • Assist with maintaining records to ensure accountability for assets or deliverables to customers.
  • Assist with new FRANet format and content as well as OFAM's web presence.
  • Assist with audit preparation/documentation for programs.
  • Assist with key programs within OFAM.
  • All other duties as assigned.

Requirements

Qualifications:
  • Associates degree in data analytics or related field; Associates degree preferred or 5 years of relevant experience if no education
  • 5 years of senior program analyst experience.
  • Minimum of 5 years of demonstrated system and business analyst skills and experience, especially organizational programs.
  • Minimum of 5 demonstrated years of developing and implementing standard operating procedures.
  • Lean Six Sigma and PMP certifications highly desired.
  • Exceptional skills in work flowing processes.
  • Excellent verbal communication skills and telephone manner
  • Excellent and accurate written communication
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
  • Excellent attention to detail; accurate data entry
  • Customer Focused and team-oriented work ethic
  • Must be highly organized.
  • Ability to plan, organize in a high operations tempo office with multiple tasks and project deadlines.
  • Knowledge of GSA standards and processes for asset management including fleet
