Position Summary The major functions performed by a Human Resource Specialist include the development, application and resolution of issues and concerns regarding the effective administration and compliance with required City of Detroit, State of Michigan and federal laws and regulations. This position reports to the Onboarding and Experience Manager. This is the senior technical level of this series in which an employee acts as a subject matter expert and/or in a leadership role. It is distinguished from the Human Resource Specialist II class by the performance of duties with a wider scope and impact. For example, a Human Resource Specialist Ill employee often performs duties which have City-wide impact and involve working with a wide variety of individuals and groups with different needs/concerns. The work of a Human Resource Specialist Ill is reviewed on an as-needed basis. The duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list of responsibilities. Answers questions as a knowledgeable resource in one or more functional areas. Applies established professional guidelines and may perform research and/or analysis to make recommendations in solving problems. Assists departments in carrying out various human resource programs and procedures for all employees. Collaborates with others inside and outside the organization to develop and implement human resources policies and programs in support of city-wide initiatives. Collecting paperwork and other related documents from the new hire. Conceptualizes and plans new or improved programs for business area, collaborates with senior management team on interdisciplinary programs. Conducts or assists in the process of new-employee orientations. Contribute to the optimization and redesign of our existing onboarding process. Create a supportive and engaging onboarding experience. Creates, maintains, and enters information into HRMS databases. Delegating tasks to the new employees and answering their questions if any. Develop and report on onboarding program success metrics. Develops a good working knowledge of assigned business areas and the operating processes and procedures within the City. Develops compliance strategies. Develops policy and coordinates policy with senior management team. Develops vision, goals, objectives and performance measures. Develops, recommends, and implements personnel policies, procedures, and programs consistent with city, state, and federal laws and regulations. Identifies and collaborates with appropriate individuals and groups to develop and implement the changes. Interprets legislation, regulations and case law that affect business areas. Introducing new employees to the team members. Manages assigned special projects and programs. Performs human resource related duties as required and assigned. Performs special projects and other duties as assigned. Prepares standardized and custom reports of a financial, personnel, payroll, or department specific nature. Preparing hire communication with the appropriate Manager. Preparing onboarding documents and kits as and when required. Preparing onboarding email templates for the employees. Proactively develops solutions; facilitates problem solving among different individuals/groups to reach effective outcomes. Proactively develops, manages, and evaluates programs and procedures that are responsive to the changing needs of the customer and the business environment. Proposes new policy and changes to existing policy. Provides internal consulting services to constituents and work groups. Provides interpretation, guidance and training in the application of city rules and regulations as they apply to employee services and human resource policies. Provides support as necessary to the Chief Policy, Planning & Operations Officer in the application of policy. Recognizes the implications of proposed changes, identifies and collaborates with appropriate individuals and groups to develop and implement changes. Responds to customer needs; applying standard practices and regulations. Responsible for major business area such as a division or program. Sending new employees emails in regards to the company rules and regulations to be followed. Staying up to date with innovative and creative ways of onboarding new employees. Support the implementation of new strategies to drive positive onboarding experiences. Team with hiring managers and mentors to ensure individual employee success. Uses computers for various applications, such as database management, or word processing. Welcoming new employees with the onboarding kit. Works independently to define and meet customer needs, facilitating innovation and exploration of non-traditional ideas. Writes simple or repetitive, non-technical correspondence such as letters of acknowledgement in accordance with a given format. Education Bachelor's degree with major in human resources, business, management, organizational development, or Human Resource. Experience Human Resource Specialist Ill - Advanced levels of responsibility and three to four (3-4) years of human resources experience in any combination of the following components: data analytics, compensation, recruitment staffing, benefits, human resources, employee resource, training and development, and organizational development. Preferred experience Previous experience in data analytics. License / Certificates May be required to periodically participate in continuing education opportunities in related professional development categories. Designations from the Society of Human Resources Management, International Personnel Management Association - HR. SHRM-CP/SCP Certification preferred.
