Legislated by the State and through its Board of Directors, MHSD is responsible for the operation and management of community-based programs and services for the parishes of Orleans, St. Bernard, and Plaquemines. We are currently hiring for a Community Service Manager within our Development Disability Department. The Community Service Manager functions as the Assistant Director of I/DD in which the incumbent serves, second in authority to the Intellectual Developmental Disabilities Director I/DD within Metropolitan Human Services District, the local governing entity responsible for providing supports and services to individuals with developmental disabilities and their families who live in the tri parishes of Orleans, St. Bernard and Plaquemines. MINIMUM QUALIFICATIONS: A baccalaureate degree plus five years of professional level experience in developmentally disabled services, alcohol/drug abuse counseling or treatment, mental health treatment, health care management, or social services. SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree. Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows: A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree. 30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree. 60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree. 90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree. 120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree. College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree. A master's degree in psychology; counseling; social work; sociology; criminal justice; nursing; public health; public health administration; public administration; hospital administration; education (with eighteen semester hours in psychology, special education, or early childhood education); speech communication/pathology; physical therapy; occupational therapy; therapeutic recreation; music therapy; or family and consumer sciences (with a concentration in child, family and social services) will substitute for a maximum of one year of the required experience. A Ph.D. in the above fields will substitute for two years of the required experience. Graduate degrees will substitute for a maximum of two years of the required experience. FUNCTION OF WORK: To serve as the assistant to a Community/Waiver Services regional administrator and to assume full responsibility for the region in his or her absence. The incumbent is responsible for the management and leadership of the Community and Family Support system including the Entry Unit which serves as the single point of entry into the developmental disabilities service system, the Individual and Family Support Services, including the specialized services of Flexible Family Fund, Service Coordination and Social Services within MHSD. Develops and ensures validity and accuracy of all required data for monthly performance data reports including high-skillset with working with spreadsheets. The incumbent serves as a member of the Developmental Disabilities Leadership Team with direct input, planning and decision making on all matters of development and operations of the Metropolitan Human Services District - Developmental Disabilities Services. The incumbent serves in the capacity as the Developmental Disabilities Director (CS) title Medical Certification Manager 1 in his/her absence. LEVEL OF WORK: Manager. SUPERVISION RECEIVED: Broad direction from a Medical Certification Manager 1 or other higher-level personnel. SUPERVISION EXERCISED: Direct-line over Community Service Supervisors, professional and support staff. LOCATION OF WORK: Department of Health and Hospitals (DHH) and Human Services Districts/Authorities statewide. JOB DISTINCTIONS: Differs from the Community Services Supervisor by the presence of assuming full responsibility for the region in the absence of the regional administrator. Differs from the Medical Certification Manager 1 by the absence of full responsibility for the administration of a developmental disabilities regional office.
