BNL, Inc. provides continuous support to the collective bargaining and labor relations program for the Bureau of Engraving and Printing (BEP), U.S. Department of the Treasury, providing labor relations consultant services to assist the BEP Office of Human Resources. The BEP has seventeen (17) unions and eighteen (18) collective bargaining agreements that the Agency intends to reopen for bargaining, some of which have not been reopened in 30-40 years. Currently, four (4) CBAs have been reopened for bargaining, and BNL is providing research, advice, management training, negotiation strategies, and administrative support to BEP management's negotiation team. Additionally, general labor relations support is being provided to the human resources staff in support of their daily operations, e.g., research, advice, training of human resources staff, administrative support, interpretation of policies, rules, regulations, and statutes with regard to grievances, arbitrations, and actions likely to wind up before third parties.

**Important Note: This is a full-time, salaried, exempt position**

Location Requirements:

  • This position is currently a remote position but is subject to change dependent upon agency requirements.
  • If the position moves to in-person, the office location is 301 14th Street SW, Washington, D.C. 20228.
Required Competencies:
  • Ability to independently research OPM and Agency policies, rules, and regulations to develop analyses based on findings.
  • Ability to work independently to interpret labor laws, Executive Orders, OPM and Treasury guidance and develop analyses.
  • Ability to provide advice, deliver training, and discuss negotiation strategies with a high level of proficiency.
  • Ability to independently research caselaw and case precedent using CyberFeds, Westlaw, or other legal research tools to develop analyses based on findings.
  • Ability to work effectively within a team environment.
  • Ability to draft MS Word documents, develop Excel spreadsheets, and create PowerPoint presentations.
  • Proficiency in the daily use of the following software: MS Word, PowerPoint, Excel, MS Teams, Outlook, Skype, and Microsoft SharePoint in order to develop work products and communicate effectively with the client. Understanding version control with documents and electronic filing.
Requirements

Required Skills, Experience, and Qualifications:
  • 12 years of Federal Sector Labor Relations experience directly working with or for a Federal Government agency and a Bachelor's degree OR 8 years of Federal Sector Labor Relations experience and an advanced degree.
  • Public Trust security clearance or the ability to obtain a Public Trust security clearance.
Additional Skills and Experience (Not Required):
  • 15+ years of Federal Sector Labor Relations experience is a plus.
  • Experience as a chief negotiator; lead negotiator of multiple contracts; former federal labor relations specialist, manager, or director is a plus.
  • A Master's Degree (in a related field) or a Juris Doctorate is a plus.
