Under direction of the Mayor, oversees the City of Waukegan’s human resources function including recruitment, selection, policy development, compensation and classification, employee benefits, performance appraisals, training and development, Collective Bargaining Agreement interpretation, grievance and dispute resolution and labor and employee relations.

SUPERVISION RECEIVED

Reports to the Mayor.

SUPERVISION EXERCISED

Supervises Human Resources Manager (directly) and Human Resources Generalist (indirectly).

ESSENTIAL JOB DUTIES

The essential job duties below are equally of importance and must be performed in order for the incumbent to be successful. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Plan and coordinate the programs and activities of the department including recruitment, selection, policy development, compensation and classification, employee benefits, performance appraisals, training and development, Collective Bargaining Agreement interpretation, grievance and dispute resolution and labor and employee relations.

Interprets and administers City policies; develops and implements policies and procedures; ensures proper record keeping procedures are maintained; sets the vision for the Human Resources Department.

Formulates issues and enforces department rules, regulations, and procedures in accordance with applicable City policies for all City employees; handle grievances and disputes, and ensures disciplinary procedures are followed.

Assists in collective bargaining negotiation process and serves as a member on the team: research, language and proposals; participates in labor management meetings, mediation, and arbitration.

Administer and coordinate benefit programs to include health, dental, and life insurance, COBRA and other related programs in consultation with management staff, union representatives as necessary, third party administrators and consultants.

Assess human resource needs of the City; investigating new methods, technologies, laws, and programs to strengthen and improve current levels of service; implementing new or revised programs and activities as needed to enhance the department operations.

Work alongside the Director of Finance with administering the City’s Compensation and Classification System.

Maintains current job descriptions.

Identify and coordinate training programs which meet the specific needs of departments and the overall personnel needs of the City, either through in-house trainers or outside consultants.

Oversees the day-to-day operations of the Human Resources Department, serving as a point of contact on employee matters.

Oversee the maintenance of the HRIS system and employee changes and upkeep of employee files.

Oversee the Family Medical Leave process and all other non-medical leaves.

Oversee the maintenance and reconciles monthly billing related to benefit programs.

Coordinate and conduct annual Open Enrollment, Benefits Fair, New Employee Orientation activities.

Serves as a member of Wellness Committee, and on other cross-functional teams necessitated by initiatives within department.

Assists and/or leads special projects, maintains records and provides regular reports.

Acts as Mayor’s designee for grievance process. Recommend personnel actions to Mayor.

Serves as Secretary for the Civil Service Commission for the Police and Fire department.

Serves as Secretary for the Government Operations & Oversight (formerly Labor Relations) to the City Council.

Monitors City operational departments’ activities on an ongoing basis to maximize effectiveness and address deviations from established policy and practice.

KNOWLEDGE, SKILLS AND ABILITIES

The incumbent must possess the following knowledge, skills and abilities in order to successfully perform the essential job duties.

Requires thorough working knowledge of human resource principles, practices and methods of human resources administration.

Requires thorough working knowledge of all applicable federal, state and local laws and ordinances.

Requires thorough working knowledge of policy and procedure development and interpretation.

Requires familiarity and experience with collective bargaining process and strategies, knowledge of CBA interpretation, dispute resolution, impasse, and collective bargaining strategies.

Develop HR strategies and planning activities according to City personnel needs.

Direct department services and manage the activities of subordinate staff.

Provide information and technical assistance on matters of personnel, labor relations, and collective bargaining.

Excellent communication skills, both verbal and written; experience in making presentations to employee groups, City Council and a variety of audiences.

Excellent interpersonal skills. Must be approachable by employees at all levels. Must be able to establish and maintain solid working relationships with general staff, city officials, employees and union representatives, and the general public.

Ability to maintain confidential information in a professional, responsible manner.

Ability to understand and properly utilize City and departmental budgets.

PHYSICAL DEMANDS

Regularly (>80% of day) performing daily tasks which require reading, adjusting eye focus, tying, speaking and listening. Duties generally performed in a sedentary position which requires long periods of sitting.

Occasionally ( WORK ENVIRONMENT

The work environment characteristics described here are representative of those an employee encounters while performing the essential job duties. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential duties.

Regularly (>80% of day) sitting in a climate controlled office.

Occasionally ( MINIMUM REQUIREMENTS

The incumbent must possess the following minimum requirements in order to successfully perform the essential job duties.

Must have a Bachelor’s degree in Human Resources, Business Administration, Psychology, Sociology, or a related field, preferably supplemented with a Master’s degree in Human Resource Management, Public Administration or similar field.

Five years of progressively responsible experience in human resource management, preferably as a Director of Human Resources.

Exposure to union and public sector environments a definite plus.

Must have considerable knowledge of Federal employment laws and regulations, State of Illinois laws and regulations including PSEBA, PEDA, and Workers Compensation Act.
