Financial Reporting & Corporate Planning Manager General Summary: Oversees the accounting and analysis for various budgets including salaries and benefits. Manages the maintenance and reporting of the Bank's operating and capital budgets, and assists with the development of these budgets. Analyzes and maintains cost data for regulatory reporting. Oversees and performs selected accounting activities consistent with Bank policies and procedures. Performs a variety of monthly, quarterly, and annual financial reporting functions and other projects, including preparing and reviewing various reports for internal or external parties. Principal Duties and Responsibilities: Coordinates the annual operating and capital expenditure budget. Administers ongoing budget and operating expense analysis as well as preparation of periodic management and Board reporting. Develops and implements new processes in connection with the budget. Manages the accounting and analysis for salaries and benefits, including monitoring and calculations of the Bank's incentive plan results. Supports the development and maintenance of the functional cost allocation and budget applications, including maintaining and monitoring data and system functionality, developing system enhancements, and maintaining adequate documentation. Prepares, analyzes and maintains cost data for regulatory reporting. Assumes responsibility for cost data preparation, treatment, analysis, systems analysis and related duties. Participates in and assists with the preparation, analysis and review of periodic reports to management, the Board of Directors, the SEC (including Forms 10-Q and 10-K and the associated XBRL tagging), the Federal Housing Finance Agency, and the Office of Finance. Ensures information is completed accurately, timely and in conformity with GAAP and policy (including internal control processes such as SOX). Maintains updated knowledge of principles and standards in the field of accounting. Interacts with other levels of FHLB staff, and maintains and promotes positive employee relations in the work environment. Performs other duties and special projects, often serving as a lead, as assigned by management. Minimum Knowledge, Skills and Abilities Required: Knowledge of accounting normally acquired through completion of a Bachelor's Degree in Accounting or a related field of study. Master's Degree in Business Administration or comparable experience and CPA designation preferred. Seven years of related experience within banking and/or financial institutions. Advanced knowledge of and ability to understand and apply generally accepted accounting principles, FASB standards, and SEC pronouncements. Advanced knowledge of budgeting procedures to evaluate capital expenditures and operating expenses. Comprehensive understanding of accounting and related systems (general ledger, PC-based, and other supporting automated and manual systems). Analytical skills necessary to develop factual reports through data gathering, interpretation, compilation, and analysis of information. Ability to pay close attention to details while under strict deadlines. Ability to work independently, following established guidelines; recognize unusual or complex situations and propose alternatives and implement solutions. Effective written, verbal communication and interpersonal skills necessary to interact effectively and maintain positive relations with internal and external contacts to exchange information. High level of proficiency in use of personal computer, including advanced knowledge of Microsoft applications. Knowledge of eXtensible Business Reporting Language (XBRL) and Workiva online application is preferred. Knowledge of employee relations and related human resources management to conduct and deal with employee issues in a proactive manner. Ability to handle sensitive and confidential information.
